DEFEATED or LEARNING TO STAND STRONG ? Women’s life in Fukushima since the quake

“IS STUPIDITY A SYMPTOM OF ACUTE RADIATION EXPOSURE TOO?”  (read the headline of  a blog post I received via e-mail the other day. ) Startled and offended, I marked it with a star and put off reading the article.  When I calmed down and skimmed through the post , I found its offensiveness consistent; in short, blaming parents in Fukushima for allowing and the Japanese government for encouraging children to play in a contaminated environment. “Everyone has gone mad!” declared the author of the post, peppering his diatribe with exclamation marks!!

And then there were these words from a cover letter I received after buying some badges to support the opposition of nuclear power in Fukushima:  “Fukushima people are silent. They do not have the courage to express their concerns regarding the future use of nuclear power…..The true defeatists are those who remain in Fukushima, who say they have no choice other than to make their living in the contaminated areas….They are beaten. Constant radiation and relentless social pressure has (sic) clearly made many Fukushimans tired and passive.”

Really?  Fukushima residents are “stupid”? “beaten”? “passive”?  Robbed of their wits and their voices by the effects of radiation and social pressure? Isn’t it only too easy to be judgmental from the outside, and to mistakenly attribute one’s own voice and heartfelt conviction to others who are deemed “voiceless”?  Other troubling phrases and declamations embedded in the blog posts and facebook updates I scroll through regularly had been nagging at me, and when my geographer friend Yukari invited me on a day trip to Fukushima City, I jumped at the chance. “Hah!” I thought. “The whole truth won’t be revealed in a day, but at least I’ll have had a peek at things from the inside.”

And so I set off, leaving Shinjuku at 6:58 in the morning (trains run precisely to the minute here)  meeting up with Yukari in Oomiya, the very cool station where several different bullet trains converge briefly before gliding off again to their respective destinations. We rode “Yamabiko”, named after a Japanese “echoing spirit” that’s heard but not seen; try to touch it, the legend says, and you feel something like molasses on your hand.

After we had devoured our boxed breakfasts and enjoyed an hour or so of gossip on the train, Yamabiko slid smoothly into the Fukushima station, and we were ready for business. Yukari’s two geographer friends joined us at the station and we squeezed into a taxi, directing the driver to the address of the Fukushima Midwives Association ‘s main office in the Watari district.

Why exactly were three geography professors keen on interviewing the president of a midwives association? Well, having assisted in translating Yukari’s papers over the course of fifteen years, I can tell you. Geography is more than just countries, capitals, landscapes, and vegetable crops. It is subdivided into two related fields–human geography and physical geography–with geographers focusing on one or the other, or (not uncommonly) on the interaction between the two. One of the best examples of this would be my daughter’s college in Bar Harbor, Maine, which offers only one degree, in “Human Ecology”, or the relationship between man and his environment.  All students of the College of the Atlantic are geographers by the time they graduate, and the geography professors packed into the taxi in Fukushima were human ecologists as well: prepared to ask hard questions about raising children in a contaminated environment. I was there as an interested third party, and as the official photo publicist.

Our driver guided the taxi through a maze of narrow residential streets quite similar to my own neighborhood in Hadano, and left us off at an unobtrusive little white apartment building.  Up a steep concrete staircase, and before we could ring the bell, the door few open. “Well, here you are!”  beamed a small grandmotherly-type woman with fuschia-colored lipstick and a lovely floral patterned jacket and skirt.  I mention this because my image of a “midwife” is of unshaven legs, Birkinstock sandals, and long flowing hair. Certainly the midwives who attended me at my two births had done nothing to dispel that image. Ishida Tokiko-san, President of the Fukushima Midwives Association, was dressed fancy to receive visitors, and she welcomed us into her office with a warm smile.

Her “office” was nothing more than a one room Japanese-style apartment, with tiny kitchen and bathroom attached, yet it was light and pleasant; the main centerpiece was a good-sized low table (we call them “coffee tables” in the US, but they’re used for serious eating in Asian countries) with cushions rather than chairs. The decor was a large white banner with messages of love and encouragement sent from America. “You must be surprised at this tiny place,” said Ishida-san cheerfully, “…but imagine how difficult it was before we found a place to set up headquarters after the quake!” …..And that was the beginning of a four hour story session, as each question posed by one of the three geographers led naturally to an incident that begged to be related.

Here are bits and pieces of what we learned:

It was chaos for mothers with babies and small children when the quake occurred, followed by the tsunami and the explosions at Fukushima Daiichi nuclear power plant. Those who survived but lost their homes fled to public evacuation centers, sleeping on gymnasium floors along with other families and  scores of elderly citizens.  But communal living was stressful; babies howled uncontrollably and needed to be nursed, and mothers felt the strain of trying to “keep the peace” so that the family on the futons next to them could sleep. Public officials did their best to move families with babies into the only available housing in the prefecture: civil servants’ office buildings and rooms at Japanese-style inns located far west of Hamadori, the area of Fukushima hardest hit by the plume of radioactivity. This was only a temporary solution, since the office buildings had no utilities or furnishings, and rooms at the inns were cramped quarters for extended families. Eventually, families moved again, some moving multiple times before finding something that functioned as “home”.

In short, during the first few months after the quake before temporary housing was completed, mothers and their small children were scattered, scrambling to find safety, privacy and protection from the elements. Some lived in cars, some in tents, and some with relatives in other cities or prefectures; some went back to stick it out in partially-damaged houses and some accepted offers of temporary housing from far-away parts of the country.  And as the first temporary housing complexes were completed, some families moved into the tidy little box-like apartments to begin new lives in artificially-created communities.

During those first few chaotic months, Ishida-san and her staff worked tirelessly (though I’m sure they were tired to the point of collapse) to make sure that new mothers received both practical and emotional assistance and that pregnant women received adequate care.  Since town registers were in the process of being re-created, midwives had no other recourse but to take their own population census, going door-to-door looking for pregnant women and mothers with small children. Gas was scarce, so they walked or bicycled about their neighborhoods armed with diapers and baby wipes. Needless to say, their diaper crusade was a volunteer effort until some months later, when money began to trickle down from various places. I was humbled and impressed to learn that in the first year, the midwives of Fukushima were important connecters: they scouted out young families in apartments and reported their residence to town officials for the registry; conversely, they also received information on available apartments from town officials and brought the news directly to families in need of shelter.

In the fall of 2011, an aid group in Tokyo stepped in to create a unique and much-appreciated option for pregnant women and young mothers:  a center for rest and recuperation after birth, located in relatively safe (everything related to “safety” is relative here)  Aizu district of Fukushima. The “Satogaeri”, or “Return to the Hometown” project was popular from the start, providing a physical and emotional shelter for mothers.  Yet after an all-too-brief two week stay at the safe and welcoming center for new mothers, women returned to their previous living arrangements to face the challenges of motherhood in post-3/11 Fukushima.

At this point, Ishida-san’s assistant, Sanpei-san, told us of her own experiences raising her one-year-old son during the first year after the quake. Those were the days when children did not play outside. When Yuri and her son did leave the house, she could not use the baby stroller or let him walk, as the child would be too close to the ground (where radiation levels were highest).  She carried her son everywhere, no matter how far, and returned to the house exhausted. Coming home meant brushing off outside dirt (again, dirt meant radioactive particles) , and washing and hanging (inside) more loads of clothes.  What did she do inside with her toddler all day long? ” We read books. I tried baby massage. I fought with my husband.” Many women, she said, took their stress out on their children. Husbands and wives fought. Mother-in-laws and their daughter-in-laws fought. Friends drifted apart. Some individuals owned multiple geiger counters and obsessively measured the radiation level of their houses and yards which often increased anxiety, rather than relieving their fears. Everyone was vulnerable to criticism, vulnerable to unfounded rumors, and struggling with fear and uncertainty.

Throughout this difficult time, Ishida-san and her colleagues increased their efforts to rally  fellow midwives and organize services to ease the emotional needs of mothers who had chosen to live in Fukushima prefecture. The Midwives Association set up a telephone support line, which was flooded with calls on a daily basis. They also started a “salon” where mothers could bring their small children to meet regularly and interact in a supportive environment, free from criticism and negativity. Midwives paid home visits to new mothers and helped them through the first stages of breast-feeding. They received samples of breast milk from nursing mothers and sent it off to labs to test its radiation level. They got out their calculators and helped nervous mothers figure out their daily exposure to low-level radiation. Rather than giving advice, the midwives provided practical assistance, emotional support, and a collective listening ear.

And now, let’s get to the meat of this post. What I really wanted to know and really hated to ask was, Why were so many mothers still living in the Watari area, which has been the focus of negative publicity for the past two years?  “Save the children of Watari!”  has been the rallying cry of NGOs and citizens’ action groups who believe that the Japanese government is guilty of criminal neglect for not providing evacuation money to the citizens of this district.

The district known as Watari is 60 kilometers from the Daiichi nuclear power plant, well outside of the designated evacuation zone, and the government has chosen to tackle the issue of low-level radiation via ongoing decontamination rather than providing financial support for those who choose to leave. Opponents of the government’s decision, however, claim that the radiation levels remain alarmingly high and that families should not be raising children there.  I  wanted to know how many mothers still wished to leave the Watari district, but were unable to find financial support.  I wanted to know if mothers were simply stuck there, or if they had made a choice to remain despite the negative publicity.

Ishida-san answered my questions  bluntly. “Hmm.” she said. “Wanting to leave, but don’t have financial means? No, we get no calls like that here at the center. That’s not a factor at all these days. Those who live here have made their choice.”

Oh.  Well, then.  I guess “Save the Children!”  is a campaign without a cause. Or a cause that has run its course and is no longer relevant?  Or perhaps those families waiting to get out are still too paranoid or ashamed to go public with their appeal?

According to Ishida-san, the “Save Watari Kids!” organization has done more harm than good in Fukushima by urging residents to flee from their hometown. “Women had just begun to calm down and pick up their lives again and feel positive when people from outside Fukushima Prefecture came in and shook things up.  Mothers who had begun to make progress in coping with their anxieties began doubting again and fell into depression and paranoia.”  Until this point, Ishida-san had spoken matter-of-factly, but here she looked to be holding back tears. I was riveted to her face as she spoke; the issue was undoubtedly more complicated than she intimated, but certainly she was speaking a part of the truth, and speaking it with certainty.

Watari district show that many residents responded positively to the NGO’s efforts to force the central government to enforce stricter safety standards and provide financial support to families wishing to leave. Many residents appreciated the fact that outsiders were able to increase awareness of their situation throughout the country, and even abroad.  And many NGO-sponsored projects to provide children with “radiation-free vacations” in the countryside have proved popular. I have met people involved in the “Save Watari Children” projects (mostly in Tokyo, where they pass out leaflets promoting their activities), and they are good people.

Well-intentioned people also produced the “No Nukes in Fukushima!” badges and wrote the cover letter that gave me pause this morning.  What can be said, then, about their declarations that Fukushima residents are “beaten” and defeated? That they are too passive, and unable to take steps to control their own destinies?

Uuummm….I don’t want to touch that issue with a ten foot pole, a hundred foot pole, or any kind of pole at all.  No-one outside the prefecture has the right to make that kind of judgement, and even Fukushima natives had better choose their words carefully. Ishida-san did have something to say about the character of women in Northern Japan, however, and after a few decades of delivering babies and caring for their mothers, she’s probably qualified to speak out.  Here’s her assessment (translated as accurately as possible by myself) :

“Women of Northern Japan do not express their opinions easily. They often do not have their own opinions, because they are not aware that this is acceptable. They do not know where they stand, because they have not had to take many stands. They are taught to follow, to grit their teeth and bear what’s unpleasant, and to persevere in the face of rough circumstances rather than to affect change. This makes them vulnerable to criticism, to pressure from family, to propaganda campaigns, and to anxiety stemming from uncertainty and indecision. Women are unable to decide anything on their own, so they turn to us for help. We listen, we do not criticize or advise, and we teach them gently how to make decisions. We work with them, rather than telling them.”

Wonderful, right? A midwife service that not only delivers babies, but teaches decision-making and inner strength! …but does it work?

Sadly enough, Ishida-san admitted that women in Northern Japan are emotionally weaker, rather than stronger, since the Great East Japan Earthquake, despite the best efforts of the Midwives’ Association.  And it is a good-sized network: 114 registered midwives serve the Fukushima prefecture, not counting those with licenses who work independently.  Their efforts, however, are not enough to stem the tide of anxiety and fear stemming from the post-meltdown environmental contamination. I realized that since the quake, midwives have been serving as counselors and therapists (Japan has a dearth of both) as well as baby-whisperers, and again was both humbled and impressed.

Ishida-san and her assistant Yuri-san spoke of their patients with understanding and sympathy, rather than pity.  Since they live in the same district of Fukushima as their patients, they share the same challenges, and they also have chosen to take precautions against nuclear radiation rather than leave their homes and break up their family units. They test their food. They hang laundry inside. They shake dirt off on the doorstep. They clean the outside of their houses with power hoses (courtesy of the central government). They check radiation levels around their homes on a daily basis. They try to stay informed, though this is not easy to do as they are constantly bombarded with conflicting information. They believe that radiation levels have gone down significantly, and that they can build a new life for themselves and their children without leaving Fukushima.

Is this wise?  Have folks’ brains been, as some bloggers like to intimate, addled by radiation poisoning?  Well, that is none of our business, is it?  We all have the right to decide our own course, and as Ishida-san firmly stated, health is not just about physical well-being.  She and Sanpei-san both believe that those who have chosen to stay in the Watari district have made valid decisions based on ties to their family, work commitments, and living arrangements, and that these factors are important for their emotional health.  Ishida-san and her colleagues believe that their job as midwives is not to judge, but to support women, and to encourage them to think for themselves and decide their own futures.  The Fukushima midwives teach by example, dealing with hardship calmly and providing steady encouragement and a dose of old-fashioned common sense.  Isn’t that what’s needed, more than “saving”, when all is said and done?  Perseverance and endurance doesn’t have to mean weakness.

As I mentioned at the onset, our visit at the main office of the Midwives Association lasted a full four hours. Finally, realizing that Ishida-san must be hungry (we ourselves were starving), we excused ourselves and grabbed a taxi back to the Fukushima Station. It was a beautiful day, flowers were blooming, high school girls were hanging out in short uniform skirts, and Main Street looked like any ordinary rural Japanese city center except for the dearth of people. Too many taxis hanging out, too few shoppers lining the sidewalk, and too few tourists buying souvenirs at the station shops. Yukari and I bought some sweet little dumplings to take home, and boarded the super-sleek bullet train headed back to Tokyo, equipped with both food for literal consumption and food for thought.

Whatever happened to….??? Following up on stories from Japan’s 3/11 Triple Disaster

Well, hello!  It has been some time since I’ve been able to sit down at my MacBook with a cup of tea and a free afternoon ahead of me.  And that is because I have been true to my last year’s resolution (no more complacency), which has kept me in a state of constant motion.  In re-reading my New Year’s entry from approximately a year ago (December, 2011),  I sound more than a bit pleased with myself and with that year’s achievements:

“… by golly, I did it all and never got sick!  True, it is now the end of the year and I am fighting an exhaustion unlike that of years past…..yet here I am, still able to type out another blog entry, and only slightly more short-tempered than usual.  Must be that my definition of  ”impossible” was far too cautious to begin with. From here on in, I will toss it in the trash bin!  Or better yet, burn it in the January ritual burning ceremony that takes place by the river every year.  Along with amulets and charms from the Year of the Rabbit, my over-cautious nature will go up in flames, with a great whoosh!  And if I do pay the price in the form of a nasty cold brought on by over-exertion, I must grit my teeth, drink hot tea, and forbear any excess whining.”

That was me, one year ago. Buoyed by my own enthusiasm, I began that New Year of 2012 with a burst of energy, and did my best to sustain it throughout the coming months.  I leaped at opportunities (writing workshop? sure!  wait…what?–it’s in a remote coastal village that’s way off my train line? well, I’ll get there somehow! ), became still more familiar with the streets of the government district in Tokyo (where all the anti-nuke protests take place, of course ), plunged into volunteer activities on my free weekends, and continued reading, networking, and blogging furiously.  And of course, I continued working full-time at my cram school in Hadano.  During the summer vacation, I toured the US by car with my daughter, checking out liberal arts colleges from coast to coast. We couldn’t be happier that she was accepted by and chose to attend the College of the Atlantic in Bar Harbor, Maine, where she will work toward a degree in Human Ecology.  And now, at the start of the New Year of the Snake, I am paying the price that was not demanded of me last year (Year of the Dragon)–the nasty cold that settled in my lungs and knocked me flat.  And what’s worse, it looks like I promised not to whine about it. That’ll teach me to brag, right?

But nasty colds mean a respite from work and from the demands of a hectic schedule; in short, they mean precious down-time.  And down-time means a chance to catch hold of the many loose threads left hanging in the past two years of blogging and tie them together properly. “Whatever happened to the Mayor of Iitate Village? ” you might wonder.  Or Naoto Matsumura,  guardian of the forgotten animals of that same village? Or Yoshizawa-san, the farmer fighting to save his cows from slaughter in Namie Town?  Or Yasuteru Yamada, elderly leader of the “Suicide Squad”?  Or former Prime Minister Naoto Kan, who has disappeared from the media spotlight?  I’d like to spend this afternoon and evening catching you up on some of the stories of individuals whose names became known nationwide after the 3/11 disaster that occurred nearly two years ago. In the interest of brevity, I’ll chose three from the list of characters just mentioned, leaving open the possibility of writing about the others in a later post.

So let’s begin with Naoto Kan, the former Prime Minister.  Since the chaotic first week after the quake, Kan-san had been the object of both admiration and also of anger and outright scorn; there were few fence sitters.  Although some saw Kan-san as a hero who did his best in the face of a crisis of unthinkable proportions, most saw him as a bull in a china shop, whose hot temper and unguarded words made a horrific situation much worse. Because the central government effectively betrayed its own people by not revealing accurate facts and figures and by failing to initiate a swift and comprehensive evacuation (among other things), Kan’s own reputation would never recover, whether or not he personally was to blame.

As Prime Minister, Kan was quick to renounce nuclear power ( “Let’s start from scratch” was his motto), quick to envision the worst and begin formulating drastic evacuation plans ( he admitted to having considered the evacuation of Tokyo in the first few chaotic days ), and quick to display anger and frustration in his public appearances.  He spoke bluntly.  He broke the rules of discretion and polite language. While the ground in Tohoku was still shaking, the former Prime Minister was busy shaking up a system that had not been disturbed for decades, at the cost of his own reputation.  He was (and he would not deny it) attempting to force change.  “I refuse to step down until you pass my bill!”, he declared  (with wild eyes and a grin that appeared almost unhinged) in his last weeks of power, determined to launch a nationwide investment in renewable energy.  The bill finally passed, and he was out of office in a flash.  One of the most important things he did in the short time he hung onto power was to initiate the closing of the Hamaoka Nuclear Power Plant, in Shizuoka Prefecture.  The Hamaoka plant was the first domino to fall, causing a chain reaction resulting in–for some months–a nuclear-free Japan.  Two of the 52 power plants are up and running again, but the rest remain on hold.  Before 3/11, this would have been unthinkable.

So where is Kan-san now?  Well, according to a recent Japan Times article, he’s standing on a wooden box on the sidewalks of Tokyo, preaching his anti-nuclear message to the wind.  Are you familiar with the Speaker’s Corner in London’s Hyde Park, where anyone can get up on a platform and preach about anything?  If so, you know that the platform alone doesn’t guarantee an audience, and plenty of those long-winded orators look awfully lonesome.  Even their mothers don’t make the effort to come out and listen.  Kan-san did his best this past December, campaigning on the streets of Tokyo for anti-nuclear Mayoral candidate Kenji Utsunomiya and attempting to preserve his own seat in the diet as well.  However, he not only failed to draw a crowd, but many passers-by did not even recognize him.  Some who did shouted rudely, “You are a liar! You failed once, and you won’t get another chance!”

Just days before the national election, Kan-san’s campaign car crashed into a pole; Kan suffered a head injury, but even that failed to dampen his spirits or curtail his schedule. He looked a pitiful figure on public television, campaigning with a brave grin and a white bandage across his forehead.  In the end, his candidate Utsunomiya-san was trounced and Kan-san lost his seat in Tokyo’s number 18 district.  Somehow, he managed to cling to his seat in the diet, though, and continues his career as a politician, representing Japan’s out-of-favor Democratic Party of Japan.

Perhaps that was to be expected of a public figure who lists one of his hobbies as origami, and who is still waiting for the patent for his invention: a machine that calculates points for Mahjong. He’s a nerd, and he’s “kawatte iru” (strange in an unacceptable way).  Japan wasn’t ready for him. But all this means nothing, really, and is a terrible underestimation of an extremely intelligent man, who understood the implications of the Fukushima disaster and was willing to fight the system, tooth and nail.  Could those who taunted him on the street corner even imagine what it must have been like to be in charge of a country spinning out of control?  And to have no blueprint to work from?  How about some respect and appreciation, no?  After his brutal rejection by the Japanese public, the former Prime Minister could have gone abroad to lick his wounds and retired from politics altogether….yet he didn’t.  He’s like the Energizer Bunny in the old battery commercials.  Naoto Kan is on facebook, and I have friended him, figuring he needs all the friends he can get.

Now let’s travel up the coast, from central Tokyo to the rural town of Namie, where Masami Yoshizawa, whose farm lies square in the heart of the evacuation zone, refused to desert his cattle after the hydrogen explosions that rocked Fukushima.  I wrote in some length about this charismatic and determined man in a post called “A Tale of Two Farmers”, back in July of 2011.  At that time, Yoshizawa-san, the former manager of a large and profitable cattle ranch, was struggling to maintain the ranch despite the contamination of the land, the abdication of the ranch’s owner, and a government edict to euthanize his herd.  The cows, worth as much as $13,000 per head before the nuclear disaster, were now worthless in a monetary sense, yet Yoshizawa refused to either cull the herd or abandon them to their own devices.  Obtaining a renewable permit to enter the no-go zone on a weekly basis, he continued to feed them with contaminated hay, picking up stray cows from other ranches along the way and adding them to his herd.  Why?  It was his own private resistance movement; he refused to desert his cows as the central government had deserted the people of Namie Town.  Here’s a video of Yoshizawa-san, taken by Ed Koziarsky and Junko Kajino, two independent filmmakers from Chicago (see more of their work on the Uncanny Terrain site):

At the time the above video was taken, Yoshizawa-san feared that in six months time his cows would have eaten all the available grass on the ranch and would be nearing starvation.  That was the terrible period of time when livestock within Fukushima’s evacuation zone were dying in large numbers on a daily basis, some still locked in their stalls and abandoned, unable to escape and forage for food.  Photos that appeared on the internet were appalling.  Yoshizawa-san was there in person to witness this death by neglect (though he blames the government, rather than the farmers), and he determined that the cows of his own herd would not fall victim as well.  Though they had been contaminated by the wind-born radiation from the initial hydrogen explosions and had been consuming contaminated hay and water, he vowed to let them live out the rest of their natural lives in the evacuation zone.  In doing so, he committed himself to the risk of long-term low-level radiation exposure as well.  For the record, he is unmarried and has no children.

So, let’s fast forward, and see what’s happening at the ranch in Namie these days.  Are the cows still alive?  Has Yoshizawa-san kept his promise?  Well, what do you think?  Yes, and yes.  It only took a bit of poking around to find that he is now somewhat of a celebrity, with his own blog and with a new name for the ranch: “Kibou no Bokujyou”, or “Ranch of Hope”.  The Asahi Daily Newspaper reported last May that he was battling authorities who wished to check and approve of his blog posts and to prevent members of the media from visiting his farm. “Cattle farmer in no-entry zone battles muzzling of information!” read the headline.  Apparently, the muzzling of Yoshizawa-san was unsuccessful, as shortly after that the Uncanny Terrain filmmakers did another brief interview with the loquacious farmer (see the film clip “Four Farmers“…he’s the second one).  Never camera shy, Yoshizawa appears confident and speaks eloquently about fighting radiation, refusing to desert his hometown, and working toward a rebirth of Fukushima. “Nuclear energy and agriculture,” he says, “cannot coexist.”  He is actively promoting renewable energy.

Yoshizawa-san’s blog (written, of course in Japanese, but sometimes with English translations following), however, reveals another side of the farmer.  Along with determination and righteous anger, he carries with him a constant sadness.  As of last October, in spite of his best efforts, cows on his farm were dying at an alarming rate. Diarrhea, runny noses and skin disease suggested compromised immune systems, whether caused by lack of nutrition, the spread of disease, or the effects of radiation.  Yoshizawa blames it on what locals are calling the “Fukuichi Syndrome” (Fukushima Daiichi Nuclear Power Plant Syndrome).  In a particularly disturbing entry from October 10th, he re-names the Ranch of Hope as “Ranch of Despair”.  He describes his feelings of trepidation as he visits the barn each morning: “Yesterday, three died. Four, the day before yesterday. How many would be dead this morning? I don’t want to step foot into the barn.”  Yoshizawa-san also echoes a sentiment that the former Prime Minister could certainly relate to, confessing, “I don’t want to acknowledge my own lack of power.”  If this man could will his cows back to health, there is no doubt that he would.  Because he cannot, he rails against the government, who have not intervened to help, but only to hinder.  And the scientists that he hoped would investigate the effects of radiation on his cattle have not materialized….the potential subjects will die without being studied.

Fast forward again to the new year, 2013.  A BBC video about the Fukushima 50 was just released that also focuses on Yoshizawa-san, who is still fighting.  As of January 3rd, his herd has increased from 300 to 400, and he continues to care for them with the help of outside donations and support.  Despite setbacks along the way, he’s held true to his original promise of keeping alive the cattle who remain for him a symbol of the nuclear disaster.  For their sake, for the sake of the animals who did not survive, and for the sake of the farmers who whose livelihood has been taken from them, he goes back and forth into the evacuation zone to feed his herd of “worthless” cows.  Where once he saw cattle as profitable assets, he now feels an affinity with the abandoned animals.  And every month without fail, he takes his show on the road, driving his personal megaphone-equipped van to Tokyo to stand on a street corner (again–the former Prime Minister can relate) beside a life sized model cow. “Don’t forget the farmers of Fukushima!” he shouts at passers-by. “We’ve been betrayed, and we need your support!”

Lastly, I’d like to focus on Yasutera Yamada, the internationally-lauded organizer of the “Skilled Veterans Corps”, a group of over-60 men who were ready and willing to assist in the clean up of Fukushima Daiichi. I first wrote about the group in a post entitled “Will You Raise Your Voice?” , in May of 2011.  Not just random volunteers motivated by a spirit of self-sacrifice, these were former civil engineers and builders (one member had assisted in the construction of the plant itself) eager to lend their know-how and assist in speeding up the dangerous and delicate process of decommissioning the crippled reactors.  Work on many areas of the reactors had been delayed by continually high radiation levels; this posed no obstacle to Yamada-san and his colleagues, who argued that they would die of natural causes before radiation-induced cancer had time to develop anyway.  If they could get in to the most dangerous areas and begin working, they reasoned, the whole decommissioning process would move more swiftly.  Yamada, a 72-year-old who had already survived cancer, made news shortly after the nuclear meltdowns for his fearless offer.  The offer was considered, but never accepted.

So has all the fuss died down?  Have the members of Yamada-san’s Veterans Corps disbanded and given up on their dream?  Having seen nothing in the news lately, I did a quick search on the net and found an article by former diplomat Akio Matsumura from August, 2012. Clicking on the link, I was surprised and pleased to see a photo of Yamada-san, age 73 at the time, touring the U.S. !  Convinced that Japan’s nuclear contamination issue was affecting the world at large, Yamada attempted, over the summer, to convince officials in the U.S. to put pressure on the Japanese government to support his plan.  His group of skilled veterans is now 700 members strong; they are still ready and willing to jump into most dangerous areas of the nuclear reactors and put their expertise to work for the benefit of the nation and–by extension–the world. “Don’t risk young lives!” (they say) “This is our work!”  They are not motivated by money, but by the desire to be part of a practical solution to a problem they believe to be wildly underestimated by TEPCO, the government, and the people of Japan.  Yamada scoffs at TEPCO’s estimation of 40 years for the completion of the decommissioning process.  Fifty years is more accurate, he claims, and in that time Japan’s food chain will have become thoroughly irradiated, presenting further risks and complications.

Perhaps Yamada-san does not see himself as a hero, but his fans both in Japan and overseas view him as one.  And whether or not the members of the Skilled Veterans Corps are successful in their proposed mission, they have chosen to pursue something that brings meaning and purpose to their lives, rather than taking it easy on the golf course.  I hope their grandchildren are paying attention.  Finally, let’s hope that the former Prime Minister and Namie Town’s Yoshizawa-san continue their good fights as well.  Thank you for reading, and take care in the winter cold. House of Wonders and the Nocturnal Rooster

Here’s the fourth chapter of my mini-adventure story.  To briefly summarize my previous three posts, I have arrived in the tiny village of Ooshima in Nagano Prefecture after a long and hair-raising day of travel, attended a festival and chugged up a muddy mountain in a broken-down van.  I have met Hiromi and Geta-san, owners of the organic farm called the Fresh Start School, and heard the story of their daughter Haru; she and her husband Junpei fled Tokyo with their newborn twin boys after the Great East Japan Earthquake and have remained on the farm since then.  I have feasted on fried cubes of goat cheese, hearty miso soup, brown rice and beans, and some unidentified but delicious greens…..and that is where today’s post begins.

So let me start off this new post with a description of the main house at the Fresh Start School. Upon first glance, the large wooden house appears to be thrown together rather than constructed, but although the wood is weathered and unfinished, a closer look reveals that it is in fact quite nicely built. “It’s sturdier than it looks,” my daughter had assured me, and I trusted that it was.  Solar panels attached to the roof produce more than enough power to run the household. “I can’t be bothered with batteries big enough to store all that power, ” admitted Geta, ” so I sell it to the local electric company instead. Then I buy back from them the small amount that our family needs. Heh-heh. Cheap and easy. ” So in fact the Fresh Start School IS connected to the grid, but just barely. The rest of the farm is self-sufficient.

The veranda is chock full of potted flowers, rubber boots, hanging laundry, hanging gourds, milk crates, and a glorious mishmash of containers and baskets full of mysterious contents. I wondered how they got all these items indoors in a hurry before a typhoon, but did not ask. And from the crazy and colorful chaos of the veranda, the door opens into the main living area, a large central space used for cooking, dining, and relaxing.

My immediate impression of the interior was of a combination Indian bazaar and dimly-lit-but-inviting used bookstore. Naked light bulbs hung from the ceiling, one in each area, revealing floor to ceiling shelves literally stuffed with books (overflows stacked on the floor), as well as statues and souvenirs from various countries. The “entertainment system” consisted of an old analog TV and a dusty shelf of videocassettes. The main room looked to be heated by a good-sized wood stove into which the babies had been peering during our dinner, sifting through the ashes and experimenting freely. Two well-worn sofas with a rough hewn coffee table in between formed a cozy nook for reading or conversation.

The dining area consisted of two low coffee tables pushed together, and the kitchen was a rather uninviting dark alcove with a small sink from which cold water flowed, a gas stove with pull-out fish grill, and a wooden center island heaped with jars of pickles, sauces, teas and condiments.  No store-bought salad dressing, jam or boxes of tea, as literally everything stored (or jumbled together) in the kitchen area had been made from ingredients grown or found on the farm and concocted by Hiromi, Mama Haru or one of the acolytes who come and go according to the season.  “Well, what about things like soy sauce?” you ask.  The answer is the same. Shoyu is home-made, beginning with the soy beans, which are then harvested, cooked, mixed with flour, allowed to ferment and become moldy, and finally squeezed into liquid through a cheesecloth. The whole process takes from six months (according to Wikipedia) to several years (according to my daughter, who insists that the fermentation process cannot be completed so quickly) and is not for the faint of heart who, I surmise, do not last long at the Fresh Start School.

And now for the bathroom! It was set off from the kitchen in its own  private space below the staircase leading to Geta and Hiromi-san’s bedroom. Pushing open the door, the standard Japanese bathroom slippers are set out, and a quite regular-looking porcelain toilet sits squarely in the middle of a good-sized room. The quite regular-looking toilet also has the standard fuzzy knitted seat warmer (readers abroad must imagine it), and only the smell gives a clue that this is actually a composting toilet–no flush, no pipes, and a deep hole in the ground at the bottom. The toilet is set with its back toward the door, facing a long shelf attached to the wall. The shelf , which is laden with tiny objects, is the perfect level for viewing when perched on the toilet seat; one can relax and contemplate shells, leaves, small trinkets, and carved wooden objects several times a day, and presumably the odor gets easier to ignore over time. I was delighted to spy a small wooden bird that resembled one of my daughter’s creations among the objects set out for viewing, and Hiromi later confirmed that this was so.

My obsessively neat mother-in-law and most of my Japanese housewife friends would consider the entire interior of the house “migurushii” , or “painful to look at”, simply because things were out in the open rather than stored neatly away in cupboards or closets.  “Oh, the dust!” they would say. And no doubt, any potential acolyte with a house dust allergy would not last 30 minutes inside the main house. Me? I was fine. Like the babies, my eyes were pulled this way and that as I admired knick-knacks, peered into containers, and strained to read book titles in the dim light. Dust was inconsequential.

Of course, unlike the babies, I took care to appear casual and polite rather than open-mouthed and curious. I was also desperately in need of sleep, stifling my yawns with only mixed success.  Hiromi, noting my distress, remarked, “Hmmmm….where should we put you tonight? ”

I immediately offered to sleep in the same cabin that my daughter had used the previous month, if it was available.

“I don’t know…it’s really….primitive…” said Hiromi doubtfully (testing me?).

This, of course, caused my spine to straighten automatically as I protested, “No, no, I’ll be fine! Just point me in the right direction!” ( Is she intimating that I’m a Princess?  I can do “primitive” with no problem.  I’m just out of practice, that’s all…)

“Good, good. The cabin is just past the Octagonal House. Follow the path and you’ll find it, even in the dark, ” said Grampa Geta-san cheerfully. He had taken out his false teeth with a great sigh of relief and looked ready for bed himself.

So I set off alone into the black night, wondering exactly what my landmark was, as I had not understood “Octagonal House” in Japanese. Really, it does not come up in everyday conversation. Squelching down the muddy path in my rubber boots, I made my way toward what appeared to be a lighted building (I did not notice its unique shape as I passed by, though from the sounds I understood that Haru, Junpei and the babies lived here) and literally bumped into my destination, which was a tiny shack at the end of the path. My room for the night.

There was no knob, no latch and the door was not tightly fitted.  I simply pulled it open and stumbled in, fumbling to get out of my muddy boots. Thankfully, I could make out a lightbulb with a string attached, and thankfully it worked when I gave it a hopeful tug. I took stock of my surroundings in the light: enough room to set my backpack on the floor, a flimsy shelf for my glasses and iPhone, and a ratty-looking futon laid out on a wooden pallet.  Literally no room to move about, so sleeping was the only option here. “This is the cabin that my daughter adored,” I thought, seeing her through new eyes. By the foot of the futon was a pile of rather musty-smelling quilts which I spread out, ignoring the odor.  At this point, any aesthetic preferences were pointless and I only hoped to spend a pain-free and relatively comfortable night.

Now I am not only a good sleeper but I am a determined sleeper as well, especially when faced with the prospect of an early morning in unfamiliar circumstances. So without bothering to change into fresh clothes I fell into my makeshift bed, pulled up the covers, and was sound asleep within a matter of minutes.

The first few hours were blissful. Or I assume they were, as I have no memory of them. I cannot, however, forget my rude awakening at an ungodly hour by a hoarse cry that seemed to come from outside my window. Despite being sleep-befuddled, I soon identified it as….a rooster!  Wait–roosters mean morning! ….Was it morning?? ….Where was my iPhone? And I had to pee!! ….Suddenly, I was wide awake, and fumbling for my faithful iPhone, which read 3 a.m.  Noooooo.  I stumbled into my rubber boots, pushed open the door, and immediately wished for a penis. It was seriously cold, and the grass was high and wet. I did my best to pee neatly and discreetly (the rooster might be watching) in the muddy grass outside the cabin.  Then back inside, out of the boots again and into bed, I determined to return to sleep. I am good about being able to do that.

This time, however, my determination was most severely tested by the rooster, who had convinced himself that it was morning and was now obligated to alert the rest of the world. The persistant fowl squawked and crowed intermittently until at last it truly WAS morning, at which point he was joined by a chorus of bleating goats.  And then I knew that I was up for the day as well.

So passed my first and only night at the Fresh Start School. Having spent the last few hours in a torturous cycle of sleeping and waking, I gave up the fight. Shouldering my backpack and grabbing my glasses and phone, I and threw open the door to the cabin to face the day ahead. My daughter had warned me that bathing was an “event” occurring every third day since bathwater had to be heated by making a fire, so I knew there would be no refreshing shower to start the morning. Instead, I trudged back through the squelching mud and up to the main house, where I would spend the day working at whatever tasks were set out for me. But that will be my next and final post. Lion Dancing and Treacherous Navigation

When you last saw me, I had been deposited in the middle of a festival.  Dressed like a (US) college student, I was surrounded by earthy-crunchy people and wishing desperately that I was dressed like them.  I own clothes like that, too- I just didn’t bring them.

While I was busy ogling the festival-goers, my hosts had already moved off to chat with friends, taking the placid baby boys with them. No problem. It seemed that Junpei and Haru were not the “Come meet my friends!  I’ll show you around!” types, so it was up to me to strike out on my own and navigate the festival.  Truthfully, what I really wanted was to get to the farm already, have something to eat, and find my bearings (Cue to my nagging conscience: “No, no, never mind what you really want!  That’s not what you signed up for. You’re here for the experience.” ).  And conscience won, of course,  since the other alternatives would have been either faking exhaustion and pleading a delicate constitution (nope–not with my pride at stake), or stating baldly that I did not want to have fun, and insist on going straight home (spoiling their fun, and making no friends from the outset).  I knew that it was best to buck up, plunge into the crowd, and pretend to be at ease.  So I did.

It was a short but action-packed little festival featuring, among other things, a group of grandfathers performing the “Shishimai Odori”–or Lion Dance.  Draping themselves in a huge Chinese-patterned cloth and resembling a many-legged snake or dragon with a large wooden Lion’s head , the men gamboled freely about the festival grounds.  Note: I always feel uneasy when Japanese monsters chase small children (this is a staple attraction at many different festivals, and caused my own children undue anxiety in their toddler years), but at this event–in an interesting reversal– the children were gleefully chasing the lion!  “Why?” I asked the woman next to me, in a brave attempt to make friends and figure out what was happening.  “Well, they want to get their heads bitten,” was the reply. (Oh, right. Of course.)  My neighbor elucidated, and I learned that a head-bite from the Shishimai is supposed to increase brain power.  Still, it was rather unnerving to see parents ignore the howling  as they eagerly rushed to pop their babies’ heads into the clacking wooden jaws of the Lion.  Babies will need the extra brain-power to help them rationalize their inexplicable fear of snakes and lions later on, right?

Along with the head-nibbling, there were also Taiko performances by schoolchildren, and an African drumming performance by both kids and adults (something that would never happen in Hadano–it’s not “traditional”).  The African drumming was wildly popular, and I was mesmerized by one young mother who happily abandoned her baby to a friend, leaped into the performer’s area and began dancing wildly while the other mothers clapped out the rhythm. With all the excitement going on around me, I could not get a proper photo of her, so I will leave readers to imagine the scene.

Someone dancing at a festival? My sister from New Orleans would wonder why I bother to record such a mundane observation.  In the US, people breaking into spontaneous dance does not make news. In the 13 years I’ve lived in Hadano, however, I’m always startled to see a child dance spontaneously in public. I usually assume they’re second or third generation Japanese kids from Brazil or Peru, and most times I’m right.  I’ve never seen spontaneous dancing anywhere from an adult. So may I please be excused for gaping during the performance? I really could not help it.

Shortly after the drumming stopped and the enthusiastic mother in baggy pants was reunited with her baby, the festival drew to a close. My hosts, Junpei and Haru, finally disengaged themselves from their conversations and prepared to pack up the van my daughter had warned me about (very large, very dirty).  Between the babies, the folding stroller, baby bags, backbacks and such, this took time, but at last we were settled in.

The van was indeed dirty.  And it was what my grandparents might have called a  “contraption” rather than a vehicle, since the entire back had been ripped apart to make a large seating area.  No actual seats or cushions, but a nice flat bed and plenty of room for multiple passengers.  I was fine with this, as I had done my “Kokoro no Junbi” (literally, “preparing the heart” in Japanese).  Preparing the heart for what?  Well, for any possible consequences, especially negative ones.  In this case, based on Ellen’s description, I had imagined the worst sort of rattle-trap-rusted-out monster-of-a-van and envisioned myself sitting serenely in the seat, as if I did this every day. Well, in fact I did do that every day during my senior year of college, so I knew I could do it again.

I had neglected, however, to envision the lack of seatbelts. There were none in the van at all, and I forced myself to swallow hard and look unconcerned.  Even the awful thing I had driven during college had had seatbelts, and I’d been grateful for them many times. My inner coward was protesting, but I knew I couldn’t expect my hosts to produce seat belts  out of thin air. I was in no position to be all hoity-toity and refuse their ride home, either.   Somehow, my reserve supply of fortitude had not yet been exhausted, and I managed to  feign a devil-may-care attitude: “Seatbelts? Pish-posh! Who worries about such things?” while waiting for Papa Junpei to get the engine started.  My place was next to the driver’s seat. Haru, mother of the two solemn baby boys, was seated cross-legged on the back floorboards with both babies on her lap, surrounded by the stroller, boxes of festival food, and who knows what else.  The engine started right up and off we went, into the setting sun.  Just like a movie.

Off we go…and we’re headed for those mountains.

After only a few minutes of driving along a riverside, we turned onto a narrow dirt road leading up a hill and into a forest.  After ten minutes of slogging up the hill (the dirt was rapidly becoming mud), I decided it was a mountain.  Darkness descended, and it was not just dark, it was completely and totally dark with only the stars and the headlights for illumination. Up until this point, Haru and the babies had been sitting quietly in the back; either Sane or Mitsu was nursing (I could not tell which) and the other twin was eating crackers.  If the driving conditions got no worse than this I could almost relax, though the mud seemed to be getting more treacherous and the van moving more slowly.  Then one of the twins began to fuss.  Not a BIG fuss, but a small insistant whimper of discontent.

“Shall I take one of them?” asked Papa Junpei from the driver’s seat (“No, no!” I thought).

“Oh, yes, please,” said Mama Haru from the back, and one of the good-sized baby boys was pushed gently toward the front.

“I’ll take him,” I said immediately, intercepting the baton pass. Again, I’m not sure which of the twins I got, but he was happy on my lap…..for approximately five seconds.  Then the howling started, and this time it WAS a big fuss. Reluctantly, I returned the baby to his rightful owner (Papa Junpei), whereupon his tears dissolved instantaneously.  I bit my tongue at the sight of Baby Sane (or Mitsu) now behind the steering wheel, jumping

excitedly up and down while his father calmly kept one hand on the child, one hand on the wheel, and one eye on the road.  Our path continued to wind upward with the van moving at a snail’s pace through the mud, while one twin happily cavorted about the driver’s seat and the other nursed blissfully in the back.  Both parents were serene. “Look! There’s a tanuki!” said Papa Junpei, pointing at a mangy dog-like animal seen in the headlights.  I was appropriately impressed, having never seen one up close before, but still wished that the driver had fewer distractions.

By now, we had probably been on the same winding uphill road for at least twenty minutes, and were moving so slowly I had forgotten to be anxious about the lack of seatbelts. The worst thing that could happen seemed to be toppling over into the forest in very slow motion, or (more probably) getting irrevocably stuck and making the rest of the trek on foot.  Either of those options was preferable to careening off the edge of a cliff at high speed, so I began to relax in earnest. Besides, I was too tired to sustain a genuine state of anxiety for long.  The van chugged along through the mud, the babies crowed happily, and just as I was beginning to feel seriously drowsy, we turned off onto a still smaller road which led to our final destination–the farm itself.

And here is where I leave you for the moment. You will see and read about the farm itself in the next post, for it deserves its own post rather than a few lines at the end of this one. It has taken two full posts just to arrive at the Fresh Start Farm, but as it took me a full day to get there via train-bus-festival-and contraption, I think that’s appropriate.  So hang tight: we’re in Nagano, and the next part of the adventure is about to begin.  Good night, and thank you for reading!

Leaving “Civilization” for a fresh start in Nagano

I have a secret.

…….it’s my hidden stash of colorful hippie clothes. My secret stash, the clothes hidden away in a clear plastic storage tub, are treasures-that-cannot-be-worn in my daily life: anything tie-died; anything with camisole straps; anything boasting beads, fringe, pom-poms, tiny bells, or excessive amounts of lace.

My friend Mizue: a perfect example of appropriate dress for women of a certain age. Her clothes are of modest cut, loose-fitting, clean and pressed, and provide protection from the sun.

Why do I keep my treasures hidden? Why do I not wear them? Well, it’s complicated. In my world (not Tokyo, mind you. The big city is what comes to mind when foreigners think of Japan, but Tokyo is actually a separate world within Japan itself ), ladies of a certain age dress modestly and conservatively, and I’d rather fit in than stand out here, appearance-wise.  I’m no tourist; I live here, and facing the stares of curious or disapproving neighbors  on a daily basis would wear me down. I need to belong, and part of belonging is a recognition of and obedience to unwritten social conventions.

As a foreigner, however, I have a bit of leeway.  I am excused for minor fashion errors in light of my nationality ( Americans can’t be expected to know any better), and I do take full advantage of this. The clothes I wear to work everyday  in the summer are in no way standard for women my age (neckline too low and showing too much–gasp–bare arm) , and neither are they professional. In my defense, I believe they are appropriate for the work environment since it’s MY cram school after all, and I’m allowed to make the rules.

Here I am, in my typical summer garb, wearing far less clothing than any of my students. This is about the wildest I can get and still pass inspection with the mothers (note my yellow No Nukes! button).

The mothers of my students seem to accept this as well, and I feel no waves of disapproval on parent visitation days.  In deference to these same mothers (whose monthly fees translate to my monthly salary, and whose adorable children keep me engaged and entertained on a daily basis) I am also careful not to push the envelope too far: no jeans with holes at work, and lacy slipper-socks rather than bare feet (remember that this is Japan; my English school is a “shoes off” environment. Shoes inside would be unthinkable, but bare feet are not appropriate, either. Socks or slippers must hide naked feet).  Anything item of clothing that might cause the mothers of my students to whisper together or raise an eyebrow goes into the plastic tub, to be saved for summer vacations in the US.  Once there, I dress just as I please.

But now, I’ve found a place to wear my tie-died leggings (they are pink and purple) that is not Tokyo….as long as I don’t mind getting them dirty.

Let me tell you about it.

It’s a village (population less than 1,000 people) in the mountains of Nagano, called Ooshima.  My daughter Ellen discovered it first.  Looking for an interesting place to learn about organic farming and self-sufficiency, she found the “Furidashi Juku”, or “Fresh Start School”, via WWOOF (Worldwide Organization of Organic Farmers). For those of you unfamiliar with the organization, WWOOF  farmers are often, by Japanese standards, unconventional: eager to experiment with both new and old methods of farming, they are always looking for youthful volunteers to lend a hand with their projects.  Yet even among the WWOOF farmers listed online , the folks at “Fresh Start” sounded radically different.  Take their name, for instance.  Japan is not a great place for “fresh starts”, as a fresh start implies a previous failure to function within the system.  Dropping out and withdrawing from that system is often easier than admitting failure and bucking up to try again in an inflexible society that quickly stigmatizers “losers”.  Here was a place, then, that set out to welcome those folks otherwise deemed as “losers”, as well as drawing from the ranks of “normal” energetic and curious young people possessed of a strong work ethic.

The “Fresh Start” message, in a nutshell, seemed to be this: “Have you made a mess of your life? Gone after the wrong things and ended up disillusioned?  Try again, from scratch. Go back to living as simply as possible, and make a fresh start. You’ll find what you’re looking for.” My daughter, at eighteen, has not seen enough of life to be disillusioned,  nor would I describe her life as a mess.  She is, however, passionately devoted to the idea of interacting with the natural environment in an ethical way, and “starting from scratch” sounded perfect for a Japanese teenager who had known nothing but books and tests until her high school graduation.  Ellen had had enough of books already, and was raring to go.

Now let me explain one more thing.  My daughter had the freedom to set off on this adventure because she was in a “gap”: graduated from high school in Japan (ceremony in March) and accepted into college in the US ( beginning in September).  Very few Japanese students choose to go directly to a four-year college abroad, and her friends had all begun college in Japan.  She was in a strange world populated by adults and babies, the only ones not in school, so an adventure seemed like the thing to do. My husband and I were all for it, especially since she was financing the trip with her own money saved from part-time jobs (clever girl!),  but my friends were astonished. “She’s going….by herself? And it’s manual labor? You don’t know the farming family personally? And it’s so far away…..”  Well, yes was the answer to all those questions, but none of them seemed like a valid reason not to let her go. Japanese mothers tend to keep even their “adult children” close to home, but in this family, we value independence.  Soooo…..off you go, Ellen!

My daughter got herself to Nagano ( a full day’s journey from Hadano) via a complicated combination of trains and busses.  Once there, she learned to work hard,  made “cho ii tomodachi”  (or “wicked good friends”), and tested herself daily.  Family and friends eagerly devoured her facebook posts describing the goats ( “I get to milk them!”), the rooster (“My legs are black and blue from being attacked…” ), the rabbits ( “They live in an old, abandoned car..” ), the rice paddies (“We’re doing all the planting by hand!  No machines! One seedling at a time…” ), and the couple who built and ran the farm (“They’ve been to India!  Their house is full of things from all around the world. It’s like a bazaar…” ) . She slept in a “shack”, bathed every other day, used the communal composting toilet,  drank goat’s milk for dinner and home-made herbal tea for breakfast.  She baked bread, took up wood-carving, and talked environmental policy.  Six weeks later, she returned home.

After working in the rice paddy up until the afternoon of her last day, she had boarded the bus to Shinjuku without a chance to bathe. When she arrived home that evening, my eyes flew immediately to her right arm; it was  stained brown up to the elbow from planting rice seedlings in the muck. The two tiny muscles she had earned volunteering in Ishinomaki looked significantly bigger as well–indications that she was now a quite a different Ellen.  My schoolgirl was now….a farmgirl? Or at least a farmgirl-in-the-making.

And so, we welcomed Ellen back to civililization and the world of flush-toilets. She was glad to be home, but sorry to leave her new family in Nagano and bursting with stories and new ideas. In the next few weeks, she spent enough time talking about her experience to get me on board as well.  Mom wants an adventure, too!  I took a notion to see the Fresh Start School for myself, and to personally thank the couple who had taken my shy, inexperienced daughter into their home and given her a measure of courage and real-life experience.  So Ellen called them, we talked by phone, and  the owners of the Furidashi Juku agreed to my idea of a one-day visit. Since the trip itself takes a full day, a one-day visit could hardly be considered worth the time and trouble, but a weekend was all I had to spare and there was no stopping me.

……..Off you go, Ruthie!  One month later, printed route schedule in hand, it was my turn to depart for Nagano by train.  Leaving from Hadano, I got myself to Shinjuku ( the heart of Tokyo, where everyone transfers trains) , then switched lines to board the express train to Matsumoto.  From that point on, I began to leave the city behind and the scenery became steadily greener and more mountainous. Butterflies and moths flitted in and out of the train car at every stop, and wildflowers and weeds lined the train tracks. The lush green mountains closed in on either side; some of them we traversed by tunnel. Finally, at a tiny station called Ina-Ooshima, I boarded the local bus and began the most dramatic part of the journey.  It was one of my worst nightmares: a large bus,  traversing a narrow curving mountain road with barely enough room for a car coming from the opposite direction to squeeze by, and a steep ravine to the right, with only a flimsy-looking guardrail to quell my anxiety.  Below?? then back into a river again. The driver handled the next thirty minutes of precarious curves cooly and cheerfully, and I willed myself to relax. We descended the mountain, crossed the river, and entered the village of Ooshika, where I was let off at a stop called “Kashio”, or “Salt Lick”.

So there I was, standing on the side of the road, dressed like a college student in T-shirt, jeans, backpack, and organic cotton tote bag from an Eric Clapton concert. I was dressed sensibly, for hard work, yet I felt slightly ridiculous ( I’m 50. I should have outgrown this way of travelling already. Normal people go by car and carry proper luggage, etc. ).  Still, I was determined to meet my host with a big beaming smile. His name was “Geta-san”, and my daughter had said he would come for my pick-up in a very large, very dirty camping van.

I waited nervously along the road (no benches at the bus stop), but no Geta-san.  I began to feel more than slightly ridiculous.  Afternoon had turned to evening and a cool breeze was blowing; even so, I was sweating from the weight of my pack and from the unaccustomed restriction of short sleeves and a high necked shirt (Remember? I spend the summer sleeveless, flaunting my decolletage).  Finally, after what seemed like ages, a young couple pushing a heavy-duty double stroller came into view.  Twin boys with solemn face were standing precariously on the stroller bed, and I realized, from my daughter’s detailed descriptions of the family, that Geta-san’s daughter and her husband had come in his stead.

Once our identities had been formally established, the couple wasted no time on unnecessary words of welcome.  Announcing, “There’s a festival tonight so we’ll go have a look around,” they set off in the lead, taking care not to jounce the babies out onto the roadside. Within minutes, we reached what looked to be the center of the village, where a good-sized crowd was gathered, including children in yukata (summer kimono), village grandfathers in cotton festival clothes and tabi, and……earthy-crunchy-looking people!  Although no-one stared at me, I was trying hard not to stare at the unfamiliar sight of women dressed in baggy, organic cotton trousers with colorful bandannas and teeny-tiny tank tops. Where was I?? And why did I come in the wrong clothes?? I wanted the contents of my plastic treasure tubs immediately!  Aaah, no matter–I would enjoy myself anyhow.  But you must wait until the next post for the details.

Don’t worry–I will not throw my hard-earned career (or my husband and the in-laws, Grandma and Grandpa Iida) to the wind and take up life in a commune in Nagano….but I may be tempted.  Stay tuned, and thank you again for reading.

If we don’t, someone else will (and other dubious rationalizations)

ZERO NUCLEAR POWER BY 2030’s: OFFICIAL GOAL!! ….read the headline of my Japan Times morning edition on September 14th.  This had probably been announced on the previous evening’s news as well, but I had been out walking with my neighbor in an attempt to work off a too-large portion of my husband’s delicious fried rice.  My immediate response to the morning headline was , “hmmm….what’s up? “, and I dug in to the article without delay.  Note that my immediate response was not, “Wow! That’s awesome!”—not by a long stretch.  For one thing, protestors in Tokyo are calling for an end to reliance on nuclear power NOW, which could be achieved simply by shutting down the two reactors at the Oi Power Plant in Fukui Prefecture.  Zero nuclear power by the 2030’s??  That would give the government plenty of opportunity to keep the Ooi reactors running and re-start others in the meantime.  So I read the article calmly and objectively, and was not surprised to discover the clause at the end added by the Prime Minister: “It is extremely hard to predict how things may develop in the future and we should make sure that we are able to take a flexible approach.”  Flexible, meaning “Well, we’ll TRY to keep this promise. But it may not work out, so please understand, okay?” And to add insult to injury, the article

made it very clear that the government intended to continue the reprocessing of spent nuclear fuel, and did not plan to give up on the Monju fast-breeder (a prototype reactor that theoretically will run on reprocessed uranium and plutonium. The reactor has been plagued by accidents and cover-ups, and currently sits idle; it has actually only produced a single hour’s worth of electricity since its completion, which involved four decades of work and an appalling amount of money),  scheduled to come on-line in 2050.  Hmmm…..no nuke plants at that time, but the country would still be producing a stockpile of uranium. And for what purpose??  The potential for nuclear armament could not be separated from the equation.

On September 15th, the Asahi Shinbun published an article on the Zero Nukes announcement, asking the question, HOW FIRM IS THE NO-NUKE POLICY? IT CONTAINS GET-OUTS, CONTRADICTIONS.  Asahi made no bones about calling Noda’s announcement a “hollow promise” as well as a shameless plug to win the support of ordinary voters (good luck with that).  From this article, I learned that a Legal Requirement Clause, added to the policy by minister Motohisa Furukawa, had been struck out at the last minute, meaning that in fact local and central governments were not bound by law to effect the policy at all. The whole declaration was, in fact, a non-binding promise thrown out in a desperate attempt by the government to save face (again, good luck with that).

Let me now skip ahead: Just five days after the original announcement, the Asahi Shinbun ran another article with this headline: JAPAN’S NO-NUKE PLEDGE IS ALREADY FRAYING AT THE EDGES,  followed by the next day’s Japan Times annnouncement CABINET FAILS TO OK NEW NUCLEAR STRATEGY, describing the “shocking reversal” that took place in a matter of six days.  The entire policy had been watered down to nothing due to opposition from both the US and the Japanese Business Federation (Keidanren). This was only “shocking” for those who believed that the government was seriously committed to its own policy, however, and since many folks wanted a break with nuclear power immediately (rather than 18 years down the road), they had not been terribly excited about the announcement in the first place.  Still, even for cynics, it was a disheartening and disappointing week.  What an embarrassing excuse for a government.

Yet although the government seems like a bundle of contradictions and broken promises to citizens of Japan, citizens abroad have differing perspectives. Let’s jump now to Vietnam, a nation which, with the assistance and “know-how” of both Russia and Japan, is about to go nuclear.  In spite of the Fukushima disaster, the Vietnamese government plans to honor their contract with a Japanese firm to build a nuclear power plant, and in fact, preparations are already underway. While the Noda administration waffles and stumbles before its own citizens, it is “leading the way” with confidence in Vietnam, where residents believe that 1) the nuclear industry is safe and trustworthy, and 2) Fukushima was something unfortunate, but unrelated to their own situation.

Japan lobbied aggressively to win the contract to build a nuclear power plant in Vietnam.  As critics correctly charge, Japan and other nuclear powers are now desperate to sell plants to developing nations, since Fukushima has destroyed the dream of a nuclear renaissance in advanced economies.  And in this case, since Vietnam does not yet possess the technology or even the know-how, Japanese experts must train a generation of young Vietnamese who hope to become nuclear engineers: future researchers, operators and managers of the nuclear power plants that the government hopes will revitalize the country.  A New York Times article  from this past March details a workshop held in Hanoi, sponsored by members of the Japan Atomic Energy Agency; in a Japanese-built research lab, Japanese specialists held a ten-day workshop for a group of twenty young and eager Vietnamese students, described as “Radiation Physics 101”.  Radiation Physics in ten days??  Is that something like the old cassette tape I used to have entitled, “Ten Classics in Ten Minutes”?  I loved that tape: you got a synopsis of Moby Dick, Great Gatsby, Gone with the Wind, and seven other novels, TRULY in ten minutes, complete with funny voices and sound effects.  At any rate, the Vietnamese government intends to move fast enough to have a  sufficient number of qualified experts to manage the first nuclear reactor (scheduled for 2020) and to build and operate at least nine more by 2030. I don’t know about funny voices and sound effects.

And I am not the only one who thinks this all a bit too hasty.  According to the same NY Times article, both Vietnamese and foreign experts have already expressed concern that this leaves “…. too little time to establish a credible regulatory body, especially in a country with widespread corruption, poor safety standards, and a lack of transparency, ” and that “…the overly ambitious timetable could lead to the kind of weak regulation, as well as collusive ties between regulators and operators, that contributed to the disaster at the Fukushima nuclear plant in Japan last year.”  That sounds like a pretty sound assessment to me.

Still more disturbing was an article I found in the Asia-Pacific Journal entitled “Japanese Nuclear Power Comes to a Vietnam Village” (under the “What’s Hot” tab) . It’s an essay by photo-journalist Kimura Satoru, who journeyed to the village of Tay Anh, in south central Vietnam, where the first of the nuclear power plants is scheduled for construction.  The village, as Kimura-san describes it, is much like some of the coastal villages in Tohoku: sustained by both fishing and farming, and rich in wildlife and natural resources. My daughter would be interested in the rare sea turtles that come onto the sand to breed and lay eggs.  Seven hundred households make up the village, and their inhabitants will be re-located to an area two kilos away, as early as 2014. “It can’t be helped as it’s for the development of the country,” says a farmer interviewed by Kimura, and this seems to be the general attitude of other residents as well.

Kimura-san relates the story of village residents who were invited to fly from Vietnam to tour a Japanese nuclear power plant in 2010; they returned suitably impressed and convinced of the safety of nuclear energy, and were instructed to relay what they had learned to other villagers.  The following year, meltdowns at Fukushima naturally caused  anxiety abroad, and a Japanese delegation was dispatched to Vietnam to assure villagers that Japan had learned from its mistakes and that nuclear power was, in fact, as safe as ever.  Kimura is convinced that residents of Tay Anh have accepted this explanation, as villagers he spoke with showed little evidence of fear or distrust regarding the forthcoming construction project that will overtake their homes and farms in less than two years.  Here’s the situation in the journalist’s own words:

What I see among Vietnamese in the midst of nuclear power plant construction is the impossibility of their learning about nuclear power. Above all, they lack both consciousness of the issues and sufficient information.  The reason the Tay Anh villagers are not negative about nuclear power is not that they actively endorse its safety.  The reason is that no negative information is disclosed to them.  Their trust in the Japanese people’s high technical ability seems to influence the residents’ consciousness of nuclear power.   Thus I unexpectedly heard the safety myth about nuclear power in Tay Anh village. It floated among villagers like a ghost that has no substance.

And that’s the bottom line to me: in this small Vietnamese village there seems to be a myth of safety and security associated with nuclear power, combined with a dearth of information.  Ordinary citizens have a basic right to know about the proposed facility–in detail– and to have a say in where, how, or even IF it should be constructed.  That’s only natural, since it’s their own health at stake.  And the environment does not seem to have a spokesperson at all…is there anyone pleading the case of the sea turtles?  Or the nearby National Park that could become nothing more than a cesium repository?  So far I’ve heard nothing, but my ears are open.

I do not live in Vietnam, and it could be said that whether or not their government builds a nuclear reactors is none of my business. Yet since Japan is behind the construction and “education” process, I cannot help but have an opinion.  In this case, my message is to the Japanese government: “Clean up your own mess before you start a new one!”  It’s as simple as that, and I’ve written about it in a previous post.  With new revelations seeping out insidiously on almost a daily basis (this week’s shocker revealed that the town of Futaba was essentially blanketed in radiation even before the first hydrogen explosion occurred) and large pieces of machinery tumbling into the fuel pools of the damaged Fukushima Daiichi reactors (a thirty-five ton machine was discovered submerged at one point.  This week, a large steel beam tumbled in) , it is clear that the crisis in Fukushima is ongoing and that nuclear power will never be completely “safe”.  We have no business selling a form of energy abroad that our own citizens have solidly rejected and that has poisoned our own environment.

Worse yet, Maeda Tadashi, an official at the “Japan Bank of International Cooperation”, has rationalized Japan’s actions in Vietnam by saying, “They’ll just buy from another country”  if we don’t sell them nuclear power.  Send that man back to elementary school, where Japanese students study “Morality” (Dotoku)!  I would zap my own son instantly (and effectively) with the Scornful Glare of the Righteous Mother if he ever dared to use such a snivelling excuse!  Poor Mrs. Maeda, both the wife (if he is married) and the mother (if she is still alive).

As for the officials enthusiastically promoting the nuclear power plant in Vietnam, we must hope that they have the decency to put the safety of their own citizens above the lure of profit and economic development.  Journalist Kimura-san sees it as a dual responsibility and a grave one, as Japan, “….which painfully experienced the danger of nuclear power and is still unable to resolve the pain, is not sufficiently conveying that pain to the country which is for the first time planning to use nuclear power. I wonder how much the presence of the residents is within the consciousness of the planners [in Vietnam] and whether these people, who are to be placed at the front line of a national enterprise, will be protected.”  Well-considered, and well-said.

Residents of Fukushima were not protected, in the end, and citizens across the country continue to feel a deep sense of betrayal by the government.  Yet before 3/11, we too were complacent, and believed in (or allowed ourselves to be deceived by ) the myth of safety. Is it any wonder that we want to warn the citizens of Tay Anh?

Same Material, Different Containers…..but is it Evil?

This Mainichi Shinbun photo captures the feel of the Friday night demos perfectly. I’m somewhere in the middle of all those people, sweating and hollering.

It’s Friday night again in Nagata-cho, Tokyo’s government district, and I’m literally a human sardine (this analogy means more to Americans and Europeans, who eat their tightly packed sardines from a can.  Most Japanese, who don’t, draw a blank).  Having arrived on time for the weekly demonstration outside the Diet Building, I’ve been swiftly and politely herded into a narrow sidewalk space where the street-view is blocked by a line of enormous empty busses.  And there I stand, hollering “Genpatsu, Hantai!” ( We Oppose Nuclear Power! ) for the next two hours; can’t move, can’t see a darn thing, and the two friends I dragged along (their first time) are dying of mortification and refusing to wave the anti-nuke placards I thoughtfully provided for them.  I know that one of them, Toshi, is dying to break free and head for the nearest izakaya to get a cold beer.  “Too bad for him,” I think smugly.  “He’s trapped here, and it’s for his own good!”  Toshi, I am sure, is wondering why on earth he agreed to come (out of curiosity, I suspect) and will have a few choice words for me at a later time.  Mizue, on the other hand, is holding her placard chest-high and looks like she wants to yell, “Genpatsu, Hantai!” but can’t quite get the words out of her mouth.  She might come back with me again.

It’s not just about nuclear energy, as seen by the variety of signs and banners.

The protesters around us wave a variety of signs: some reading simply “No Nukes!” , and others more specific: Work Toward a Peaceful World!  Protect the Children!  Love the Earth!  Ditch the Prime Minister!  Disarm, Now!  Stop the TPP!  Safer Food Standards! , etc. etc. The organizers of the Friday night demos have urged people to focus simply on the nuclear energy issue, but with so many anxiety-provoking related concerns, that has proved impossible.  Blogger EX-SKF thinks the single-issue focus is a mistake, and I heartily agree.  The average Japanese citizen has compartmentalized nuclear power for too long, neglecting (or refusing) to consider it holistically, in relation to a myriad of other issues that are now coming to the forefront.  Since August marks the commemoration of the atomic bombings of Hiroshima and Nagasaki, today’s post will focus on nuclear arms rather than nuclear energy, in honor of those who died and those who survived.  Some of the survivors–most are in their late seventies– bear physical scars and some are burdened with emotional scars, but none have been left unscathed.  Here are pictures, drawn by survivors of the Hiroshima bombing, that tell the story as seen through their own eyes.

Now some people may believe that nuclear armament is a non-issue for this country.  World War II ended with the bombings of Hiroshima and Nagasaki; since then, Japan has been sworn to pacifism, according to Article 9 of the U.S-Japan Security Treaty of 1947, which reads, “….the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as a means of settling international disputes.”  It is also true that since the bombings,  even the most conservative governments have followed the “three nuclear principles” prohibiting the production, possession, and introduction of nuclear weapons on Japanese territory.  The average Japanese citizen is horrified by the thought of nuclear weapons, and the country as a whole is said to have an “allergy” to the subject, due to the lingering reverberations from the devastation inflicted by Fat Man and Little Boy.

Recent news , however,  suggests that Japanese citizens who march for nuclear disarmament have good reason to be taking to the streets.  Last Tuesday, AP news reported that certain conservative government officials and thinkers believe Japan’s pacifist framework to be outdated.  They want to earn some respect in the eyes of their neighbors and show off their nuclear “capabilities” by continuing to maintain nuclear power plants, which develop the technology and provide the necessary fuel for atomic weaponry. “Having nuclear power plants shows to other nations that Japan can make nuclear arms, ” declared ex-defense minister Shigeru Ishiba, stressing that Japan needs to assert itself , using the potential threat of nuclear weapons as diplomatic clout.  The same AP article claims that despite repeated denials by successive governments, a future nuclear arsenal has long been discussed  “behind the scenes”.  In  related news, a recent AFP news article by Kyoko Hasegawa revealed that an expert panel of government officials is proposing to allow the US transport of nuclear arms through the country; again, this will presumably boost Japan’s image as a nation able to flaunt the protection of America’s “nuclear umbrella”.  Lastly, those who read the newspaper closely are aware that the Atomic Energy Basic Act of 1955 was revised by the government last month to include “national security” as one of the reasons for possible use of nuclear technology.  Given that Japan has one of the world’s largest stockpiles of plutonium (did you know that?) , these new developments have caused both anger and heartache on many levels.

Should the average citizen be seriously worried that Japan could develop a nuclear arsenal in the future?  A recent guest article from the Plowshares Fund blog suggests that these fears are unfounded.  Gregory Kulacki, an expert on nuclear weapons and global security representing the Union of Concerned Scientists, states that

“Japanese public opinion polls consistently register high levels of support for nuclear disarmament and strong opposition to Japanese nuclear weapons.  The AP story fails to convey that the information now coming to light about Japan’s nuclear past reflects a strengthening, not a weakening, of Japan’s anti-nuclear credentials.”

 Past discussions on nuclear matters were kept secret, he claims, out of fear of inciting “massive public protests”,  and recent revelations of these discussions reflect the beginnings of a new transparency in government and media, which can only be seen as positive.

Nevertheless, there are those who fear for Japan’s future, and those who are incensed with conservative officials who promote nuclear power as a form of diplomacy .  On August 5th, the day preceding the Hiroshima Peace Ceremony, the New York Times ran an editorial by Japan’s Noel Prize-winning novelist Oe Kenzaburou entitled “Hiroshima and the Art of Outrage“.  The letter was part editorial (introducing some of the contradictions inherent in Japan’s publicly pacifist stance) and part personal, describing Oe-san’s own reaction to them.  Stating that he feels deep disappointment in never having written a “big novel” about the victims of the atomic bombings, Oe-san seems to blame himself for not doing enough in the cause of peace.  In his own words,

“…on the day last week when I learned about the revival of the nuclear-umbrella ideology,  I looked at myself sitting alone in my study in the dead of night…and what I saw was an aged, powerless human being, motionless under the weight of this great outrage.”

 Oe-san explains that his righteous anger takes the form of a “concentrated tension” that,  although it may not result in a novel, could well be a form of art in itself.  The image of an old man, alone in his study, rendered powerless by his own anger and holding in a peculiar form of tension is in itself a powerful image, and we must respect Oe-san for revealing himself so honestly as well as making a strong moral statement.

Outrage is essentially anger: righteous anger that can be empowering rather than crippling (Oe-san proves this himself, by turning out a tightly-constructed, moving editorial in spite of his protestations of helplessness).  Let’s now move on to another story about outrage involving the former Mayor of Nagasaki, who was recently featured in the Asahi Shinbun.  Serving as Mayor of the city from 1979 till 1995, Motoshima Hitoshi consistently opposed Japan’s history of imperialist aggression.  A blunt and courageous speaker, Mostoshima-san went so far as to publicly state that the bombings of Hiroshima and Nagasaki were an inevitable outcome of Japan’s agressive policies against its Asian neighbors, and that Emperor Hirohito must bear responsibility for the war.  He received the Akizuki Peace Prize for his contributions to the antinuclear peace movement in Japan; he also received a bullet in the back in 1990 from a member of a rightist group who saw things differently.  Motoshima-san survived, and remains unintimidated by his enemies.  The ninety year old former official who was interviewed this past week stated matter-of-factly that he was neither stunned, terrified, or saddened by the nuclear meltdowns and ensuing chaos at the Fukushima Daiichi Nuclear Power Plant.  He viewed the disaster as a “matter of course”, brought on by the use of a technology that should never have been utilized in the first place.

But wait: I was going to write about nuclear arms, rather than nuclear energy, right? Except that it’s not that simple.  Many of Japan’s most respected thinkers believe that the two are inherently connected.  Inseparable.  Here’s how Motoshima-san sees the situation:

“The Fukushima disaster is bringing us to a new era, one in which all Japanese must confront not only nuclear weapons, but nuclear technology as a whole. As a Nagasaki citizen, I still want to believe that a nuclear-free world is not a dream vision. I can still say that we have a long way to go before we can view nuclear technology as a whole as an absolute evil.”

Motoshima-san’s words are echoed by an American poet who writes and speaks fluent Japanese and has recently published a photo book of keepsakes from the victims of the Hiroshima bombing.  Arthur Binard, 45, grew up believing that the atomic bombings were necessary to hasten the end of the war and save the life of US servicemen.  Travelling to Hiroshima in 1995,  he re-imagined the situation through the eyes of the victims, who are called “hibakusha” in Japanese.  Binard now firmly opposes both nuclear weapons and nuclear power as a form of energy.  “The nuclear weapon and nuclear power plant are the same essentially, ” he says. “Nuclear fuel is inside,  just with different containers.  The story of Hiroshima is not something in the past.  It’s a lens through which we can look at today’s world where nuclear damage has been spreading.”  The former Mayor of Nagasaki would wholeheartedly agree.

The wrongness, ( the evil, as some would not hesitate to say)  inherent in nuclear technology that so outrages anti-nuclear activists worldwide lies in its destructive potential.  Given that nuclear power plants are controlled by man, and man is vulnerable,  many citizens no longer believe that the benefits (prosperity) outweigh the risks (long-term damage to the environment and potentially to the the physical and mental health of adults and children, to name just two) of using nuclear power to slake an energy need that has not proven to be nearly as large as governments and the nuclear

industry would have us believe.  Despite TEPCO’S claims to the contrary, a panel of experts  in Japan has recently concluded that the multiple meltdowns were in fact, a “manmade disaster“, implying not an inconceivable act of nature, but an event caused and exacerbated by corruption, greed, mismanagement, incompetence, and lack of foresight.  In short, the disaster was the result of collusion between central government,  regulators, and  nuclear plant operators.  Following the “nuclear technology is evil” premise to its logical conclusion, the Daiichi plant should never have been built in the first place since its safety could not be guaranteed by men, who are inherently fallible.  Thus the former Mayor of Nagasaki’s lack of surprise and grim sense of vindication after the meltdowns.   Small comfort to be able to say, “I told you so! ” after a major nuclear disaster.

So what’s to be done to right the wrongness?  For although many may still not agree that nuclear technology in itself is inherently wrong, few would argue that the misuse of nuclear power is not a crime. Well, “what’s to be done?”  is the burning question these days, and the fact that ordinary Japanese citizens have begun to see themselves as part of the solution is progress in itself.  Rather than saying, “Shikata ga nai” (It can’t be helped) , people young and old are hoping that things CAN be helped, and are speaking out instead of waiting for something to happen.

Cynics note that although the Friday night protests outside the Prime Minister’s residence attract steadily more participants, media coverage is still unpredictable at best.  And the Prime Minister, who had promised to meet with organizers of the weekly rallies ( he had even set a date ) suddenly backed out and changed his mind, with no explanation.  And there’s squabbling and back-stabbing going on even within the ranks of the rally organizers as well, as evidenced by some public conversations on Twitter.  But still, the rallies are a source of hope and national interest.  Although I am still not besieged by requests (“Take me with you!  I’ll go to the demo, too!”),  friends and family now express curiosity and support.  If I lived in Tokyo, closer to the action, I’d have an army of friends riding the train with me to the government district. I just know it.

Former Keio University professor Fujita Yuko, called the “Lone Wolf Physicist” for his anti-nuclear stance dating  back thirty years before the Fukushima disaster, recently told the Asahi Shinbun that Japan’s only hope lies in protest movements by citizens.  “The fact that tens of thousands of non-partisan people are demanding a say means a turning point in Japanese democracy. I hope it will continue on so that it will prevent the government’s attempt to cover up nuclear damage.”  So far, the movement is not only continuing, but gaining in momentum, in spite of the cynics.  While the Prime Minister still remains in power and the central government’s official policy on nuclear energy (fuzzy at best) has not changed, citizens are certainly making government officials’  life both miserable and challenging. We make a big noise, require a massive amount of manpower (bad guys should be having a heyday in Tokyo every Friday, since the entire city police force and probably imports from surrounding prefectures as well seem to be concentrated in the government district, rather than guarding banks and jewelry stores), and are indefatigable as far as petitions, letters, and complaints.  We have an awesome network and we use it.  Best of all, we represent a broad swath of the population, and can not fairly be labelled as weird, extreme, or hysterical.  On our side?  We’ve got Oe Kenzaburou, Murakami Haruki, Miyazaki Hayao, Sakamoto Ryuichi, and Setouchi Jakucho….to name just a few.  I, for one, know I’m riding on the right train, and feel certain that it’s not headed for derailment.  Where it IS headed is anyone’s guess at this point, but to keep moving is the important thing.

Meanwhile, removed from the noise and clamor of the nation’s capitol, a group of Buddhist priests have just completed their “March for Life”.  They share the same vision as the weekly demonstrators, but choose to express their outrage through prayer.  Beginning last year, the priests have travelled the length of the country  on foot, stopping at each and every nuclear power plant along the way.

After making a plea to local officials of each host city for a nuclear-free future, they pray on the grounds surrounding the power plants and at the nearby waterside, as a ritual purification of the land which they believe has been desecrated.  Their statement, which can be read online both in English and  Japanese, is a clear indictment of nuclear technology, which they see as a violation of human rights.  “It is a precept of Buddhism that you shall not kill other living beings, nor shall you make others kill, and moreover that the life of all sentient beings is precious and shall be nurtured. ”  They believe that the use of both nuclear arms and nuclear reactors, by threatening the existence of life itself,  must not be tolerated; those who were born in this era  (they believe) must confront the crisis and bring the nuclear age to a close.

Public sentiment is with the priests, as was reflected in the twin peace ceremonies held in Nagasaki and Hiroshima this past week.  Every year on the evening of August 6th in Hiroshima, paper lanterns inscribed with the names of those who died are set afloat in the Motoyasu River, in view of the Atomic Bomb Dome.  This year’s event organizers reported the number of lanterns  inscribed with prayers for peace or calling for an end to nuclear power generation outnumbered the number of lanterns inscribed with victims’ names.  At the official ceremony itself,  Mayor Matsui Kazumi of Hiroshima gave this strong and moving appeal for nuclear disarmament:

“Determined never to let the atomic bombing fade from memory, we intend to share with ever more people at home and abroad the hibakusha’s desire for a nuclear-weapon-free world.  People of the world!  Especially leaders of nuclear-armed nations, please come to Hiroshima to contemplate peace in this A-bombed city.”

 He then extended his appeal, calling on the Japanese government to “establish without delay an energy policy that guards the safety and security of the people”.  Mayor Tomihisa Taue of Nagasaki echoed this sentiment even more directly, challenging the central governement to “..set new energy policy goals to build a society free from the fear of radioactivity.”

It is worth noting that the hibakusha of both Nagasaki and Hiroshima consider the citizens of Fukushima to be fellow victims.  Since the issue in Fukushima is long-term exposure to low-level radiation rather a direct and vicious atomic bombing that incinerated victims on impact, it could easily be said that the situations were completely different–that Fukushima citizens cannot be considered “true victims” of radiation exposure.  Yet repeated interviews of elderly residents who lived through the bombings prove the reverse: hibakusha of Nagasaki and Fukushima fear for the future of Fukushima residents and consider them as fellow sufferers.  Mayor Taue spoke for his constituents last week when he pledged, “We here in Nagasaki will continue to support the people of Fukushima, as it brings us great sorrow that every day they still face the fear of radiation.”

Atomic bombs and nuclear power plants: the same evil in a different package?  Whatever you personally believe, for more and more Japanese citizens they are one and the same.  In closing,  let me quote from the closing section of Murakami Haruki’s now-famous anti-nuclear speech entitled “As an Unrealistic Dreamer”,  in which he neatly and firmly ties together the two concepts:

“As you know, we, the Japanese people, are unique in having experienced nuclear attacks. In August 1945, US military aircraft dropped atomic bombs on the two major cities of Hiroshima and Nagasaki, resulting in the deaths of more than two hundred thousand people. Most of the victims were unarmed, ordinary people. Now, however, is not the moment for me to consider the rights and wrongs of this.

What I want to point out here is not only that two hundred thousand people died in the immediate aftermath of the nuclear bombing, but also that many survivors would subsequently die from the effects of radiation over a prolonged period of time. It was the suffering of these victims that showed us the terrible destruction that radioactivity has brought to the world and to the lives of ordinary people.”

Murakami continues, with his own assessment of what Japan’s future should have been, and how the nation can begin to repair the damage it has inflicted upon itself:

“We should have made the development of non-nuclear power generation the cornerstone of our policy after World War II. This should have been the way to assume our collective responsibility for the victims of Hiroshima and Nagasaki. In Japan, we needed strong ethics, strong values, and a strong social message. This would have been a chance for the Japanese people to make a real contribution to the world. We neglected to take that important road, however, preferring to pursue the fast track of “efficiency” in support of our rapid economic development.

As I mentioned earlier, we can overcome the damage caused by natural disasters, however dreadful and extensive they might be. And sometimes our spirits may grow stronger and more profound through the process of overcoming. This is most certainly something that we can achieve.

It is the job of experts to rebuild broken roads and buildings, but it is the duty of each of us to restore our damaged ethics and values. We can start by mourning those who died, by taking care of the victims of this disaster, and by nurturing our natural desire not to let their pain and injuries have been in vain. This will take the form of a carefully crafted, silent and painstaking endeavour. We must join forces to this end, in the manner of the entire population of a village that goes out together to cultivate the fields and plant seeds on a sunny spring morning. Everyone doing what they can do, all hearts together.”

Murakami, who delivered this speech last year in Barcelona, is currently lecturing and writing at the University of Hawaii, but I feel certain that he’s cheering us on from across the ocean at the Friday evening protests in Nagata-cho.  It’s our own attempt at restoring our damaged ethics and values and, whatever minor disagreements might incur, our hearts are all together.

Partying with Serious Intent: Demos in the government district heat up!

My last post was about hydrangeas–big, bold, and brazen. Well, this is a continuation on the same theme, as I’ve realized that hydrangeas also stick around longer than you’d expect.  And come to think about it, they start early as well, keeping their buds tightly closed during late May and early June and opening in fits and starts as the rainy season

begins in earnest.  And even in the tail end of July, the last of the dried-out blossoms stubbornly cling to life, unlike compliant sakura petals which are resigned to parting from the mother tree after only a few days of glory.  Yes, sakura are much “prettier”, but how vulnerable their petals are to both wind and rain.  Not so the hydrangea–no, not at all.  Just last Wednesday I rode the Tozan Densha, or “Mountain Train” up to the mountains of Gora, and was astonished to see hydrangea, some retaining their colors and some brittle and beginning to decay, still blooming along the narrow train tracks. “Do them a favor and look at them kindly, with understanding, ” said the train conductor.  “They’ve had a long, hard season.”  I was impressed.

Likewise, I continue to be impressed with the tenacity and creativity of the crowds who show up weekly in the government district of Tokyo to raise their voices against the re-start of nuclear power plants. I’ve been attending demonstrations for a full year now, and am starting to appreciate the progress that’s been made as I experience it on a personal

level.  Last year, for instance, I remember marching through the Harajuku district feeling out of sync with everything around me. Only a few people here and there shouting encouragement, and crowds of fashionably-dressed shoppers gawking at us weirdos with our sweaty faces and handmade placards.  I swear there were more old people than young, and that bothered me terribly.  I didn’t mind so much feeling “uncool”, but I wasn’t convinced that our efforts weren’t futile.  Surely no “real” demonstration is complete and effective without a bunch of young people waving tambourines in the air, right? I was hoping for energy, excitement, and tension, but marching with the fifty-and-over-crowd, things were pretty tame.  Mind you, I know my place: I’m not saying I wanted to be dancing along with the tambourine-shaking twenty-somethings, but I at least wanted to enjoy watching them in action.

Another troubling factor was the slow pace and tight crowd control.  Even at rallies with tens of thousands present, the actual parade or march around town was always closely monitored by police, with sometimes an hour of waiting time before the line began to move, and only small groups allowed out on the street with staggered starts. Hard to feel either power or unity in such a situation, and I sometimes ended up in a very quiet group with no “call leader” to holler out the anti-nuke chants.  Especially if no-one in the group was even carrying a

placard or wearing a shirt with an anti-nuke logo, it felt more like a well-organized field trip in the city. Needless to say, there was little or no press coverage of these first rallies; this made everything seem even stranger, as if I was not only out of sync with society, but perhaps not even living in reality.  Thank goodness I have plenty of photos in my library to prove that these “field trips” actually existed.

But things have finally heated up! Since the sudden and loudly-protested re-start of the Ooi nuclear power plant in Fukui Prefecture, demonstrations have been held regularly in the government district every Friday evening.  At first, the participants numbered in the hundreds.  Then the thousands.  Then the ten thousands.  And now there’s no way of getting an accurate count, though organizers are stationed at all strategic points with counters, clicking away fast and furious, and helicopters hover overhead to get an ariel view of the crowds and how far back they extend.  See those ariel photographs here, and take a minute to consider the time and manpower involved in crowd control, and the increasing frustration experienced by the Tokyo Metropolitan Police as they attempt to convince an increasingly unpredictable and ( I love this word) brazen army of citizens to do things “their way”.

In my Hydrangeas and Revolution post, I bewailed the fact that these regularly scheduled demos occur on Friday nights when I am committed to work, rather than on a more “convenient” day of the week. Well, school’s out for the summer (meaning I’m officially on vacation), and I’ve been gung-ho to get myself to Tokyo to be part of the the action.  And wouldn’t you know?  The first Friday I had free, word was that there was  NO DEMO.  So I stayed home.  And, in fact, there WAS a demo after all (according to friends in the the know), because people simply showed up as usual, raring to go.  And the “real demo” was held on Sunday as well.  I made it to the Sunday event, and I’d like to write a bit about it.

I made the trip into Tokyo by myself, as usual, but with a tentative plan to meet up with Jacinta (of “Embrace Transitions”) at some point during the late afternoon.  For the first time, I was dressed in an official No Nukes t-shirt (found on-line, simply by doing a search for “anti-nuke goods”) with a laminated placard attached to the back.  Feeling pleased about this, I set out first for the tents in Kasumigaseki, where a group of supporters of Fukushima mothers have been camped out on the sidewalk since last summer. How were the guardians of the tent faring in the searing heat??  Very well, thank you!  My friend Reiko-san was seated outside, putting the finishing touches on her story-panel demonstration poster for the march. Let me describe Reiko, since she’s fairly typical of the type of women who are the backbone of the anti-nuclear movement. She’s a decade older than me–a grandmother–and has twice my energy and gumption.  Leaving her husband to fend for himself three days a week, she devotes that time to participating in rallies and guarding the tent; Wednesday nights, she sleeps in the tent, along with a core group of supporters that includes an eager beaver 23 year old male English conversation teacher!  I have yet to meet the youngster in question, but Reiko assures me it is all in the interest of nuclear-free Japan ( she is, nonetheless, thrilled at the opportunity ).  On this particular morning, she was up at 4:30 to make her husband’s breakfast and box lunch (annoying, but it must be done), after which she was free to work on her masterpiece: the flipboard poster with multiple messages, made from colored packing tape and two curtain rods with adjustable height.  She showed me how the rods could be stuck into her fanny pack, requiring very little effort to keep the poster aloft. I am a big fan of this kind of small-scale innovation, and immediately resolved to get a bit more creative in my own efforts. Reiko doesn’t give a hoot what friends and family say about her excursions to Tokyo (she’s from Yokohama, and comes in by train, like me), and she spends the other four days of the week in her Yokohama home, fulfilling her duties as a proper grandma. If I were her grandchild, I’d be bragging about her to all my friends, left and right.

After exchanging greetings at the tents, I set off for Hibiya Koen, the site of the rally and starting point for the day’s parade. Which is to say, I followed the steady stream of people who were headed toward what sounded like a circus come to town. The small park space was jam-packed with Catholic nuns, Buddhist priests, assorted foreigners, young parents with babies-in-snugli, old guys with straw hats, cool guys with body paint, hippies with hairy chins, beauties with fashionable sunglasses, and more. I squeezed my way through the crowd, admiring the creativity and variety of signs and costumes, and getting as many photographs as possible.

There was the usual waiting time between the rally and the parade, while police worked to prevent hoards of protesters from swarming onto the street by allowing only a thin trickle of people onto the sidewalk at any given time and cordoning off the main part of the road with dragon’s teeth.  When we moved out onto the street, however, the thin, snaking line of protesters kept up a constantly high level of energy that was matched by the cheers and encouragement of supporters on the sidelines–not marching, but there to support the marchers–and passengers in cars and taxis hollering “No Nukes!” from out open windows. Unlike last year or even this past spring, when I felt out of sync with the city, on this day I felt that we owned the city, and that was a great feeling.

As I marched (unaffiliated, so I could weave in and out among different groups), older Japanese men would often strike up conversations with me. “Look at this narrow space!” one man sputtered. “It’s not like this in American, is it?  A protest is a protest, and that means the protesters are in charge!  The protesters should take the whole street!  Japanese people should be ashamed!”  Even so, in the groups of marchers I moved with, no-one dared disobey the sullen-looking, humorless police officers whose sole job was to stand in the hot sun (wearing navy blue, no less) guarding the dragon’s teeth that “held back” the marchers. I cannot take credit for leading a revolt of any sort, but I did amuse myself by being a nuisance, slyly (I fancied) moving a dragon’s tooth toward the center of the road whenever an officer’s back was turned.

After the march, people milled around Hibiya Koen and began organizing to walk toward the diet building for the final event: a human chain around the central government area.  A young man with googly glasses from “Aka Hata” , or the Japanese Communist Party, helped me up onto a large stone monument. From there I surveyed the crowd, searching for Jacinta and her godchild Tenko….and suddenly there they were: Jacinta in a sweet little tomato-red  dress and long-legged Tenko in bright orange shorts with huge red cherries!  I felt terribly under-dressed, but decided to act as if I weren’t (this generally works), and we all set off to be part of the human chain.  From here on in the crowd steadily increased, as many people had not gotten to the rally and parade beforehand because of the heat, but were determined to make it to the chain.

Police were everywhere: along the sidewalks, directing movement at intersections, and looming above the crowds in cherry pickers, calling cheery instructions from  megaphones. “There’s a big crowd here tonight, folks!  No pushing and shoving now, and please move

along in an organized manner.” The cheery megaphone instructions added the strangest touch to the evening, making it seem as if the Tokyo Metropolitan Police were actually the hosts of the event, rather than enforcers of law and order.  I got a shot of this genuinely nice-looking officer holding an animated conversation with an elderly protestor…you can’t fake smiles like that, and I’d bet he’s a good guy, inside and out. At any rate, a nice contrast to the dour-looking older officers guarding the dragons’ teeth during the march.

Continuing our walk toward the diet building, we passed by a group of women camped out on the sidewalk….and Jeffery Jousan, a mutual friend (also in tomato-red), who called out, “Come meet the Fukushima ladies!!”  So we did. The ladies were clustered around a cheery-looking woman in a wheelchair, who waved to us to come on over. The woman had cerebral palsy, and was eager to give us a statement she had prepared in English entitled,

Here they are: the Fukushima Ladies, planted cheerfully in the midst of chaos.

“We Stand Against Nuclear Power Plants that Kill People With Disabilities!”  I took the paper, but before I had time to glance at it, another woman tapped me on the arm and began telling me her own story.  Amid the chaos and constant movement on the sidewalk, I strained to listen as she told me of her home, 2 miles from the Fukushima Daiichi power plant, which has been abandoned and ransacked by thieves.  “But how can I sit around and cry? ” she said, shaking her head vigorously. “Look at all the wonderful new friends I have!  See how positive they are!”  I wished her well, squeezed her hand, waved to the woman in the wheelchair, hugged Jeffrey, and set off on the route again, tagging along after the red tomato dress and red cherry shorts.

To follow up on the woman in the wheelchair, Masayo Furui, I have since read her profile online and learned that she is a mother, a writer, a speaker, and an activist on behalf of those with disabilities living in Japan.  She was seated with the “Fukushima Ladies” not because she’s from Fukushima, but because she’s been active in a support center for disabled Fukushima residents that was established after the quake. The loss of an appallingly high number of elderly and disabled people who were unable to evacuate swiftly, left behind in the ensuing panic of the nuclear explosions, or suffered physical and mental trauma from the evacuation process itself is now well-known and deeply regretted; Furui wants to impart strength and courage to those who survived, and to teach them to live independently, with pride.  Read her statement, and learn about the history of cerebral palsy victims in Japan (many of whom were aborted before birth, or murdered shortly after) and their struggle to attain the most basic of human rights.

Shortly after meeting up with the “Ladies”,  Jacinta, Tenko, and I found an open patch of sidewalk and linked up with the human chain, spending the next hour watching the  procession of people. Bearing candles or penlights, still waving placards and chanting vigorously, capturing the moment with their iPhones, the line of citizens seemed unending. Those around us were in high spirits, showing no signs of the usual Japanese reserve with strangers. After 30 minutes of  chanting and chatting together, the old guys on my right had to leave. They offered to take our picture, and I of course took theirs. “Get her email address, so we can exchange photos!” said one man urgently to his buddy. “Uh, how do I do that?” said the other, technically-challenged, grampa.  “Seki-gaisen, you dummy!” said the friend.  That’s “infrared communication” in English.  And it’s not possible with the iPhone, so I did my best to rapidly type in his address, squinting away near-sightedly in the dim light.  We exchanged photos by cellphone/iPhone later on, and I saw others around me doing the same: making friends and networking enthusiastically.  It occurred to me afterwards that this is a new way of socializing for many Japanese, and I knew that the excitement of connecting with complete strangers (foreigners, even!) in support of a common cause would draw them back to the government district again.

And although I did not see it with my own eyes, there was a brief ten minute period of real chaos, with police on the run (that part I saw, but did not know where they were headed or why) and protesters breaking through barriers and rushing en masse into the street. A Dutch journalist captured the incident on video, providing English subtitles explaining the sequence of events. What is clear from the short clip is that two cameramen were thrown to the ground and a woman was roughly dragged by a plainclothes policeman; even so, both sides attempted to exercise restraint. There were no injuries, the incident ended peacefully, and on the dot of eight (the appointed closing time), protesters began returning home.  Still moving in orderly lines, carrying their trash with them, and careful to make way for families with small children, citizens made their way back to the nearest train station, where restaurants overflowed with customers and conversation.

My daughter and I watched the six minute film together, and her eyes widened in surprise. “Oooh, look,” she gasped. “Japanese are disobeying orders!  They’re ignoring the police! ” Now please know that everything is relative.  The incident recorded in the film will seem tame to many folks outside of Japan, especially those who live in countries where police wouldn’t dream of attending a protest without riot gear and are quick to brandish their nightsticks (or worse), or those who live in countries where protesters are armed with stones and bricks (or worse).  But to the average Japanese, this short clip is quite shocking. Here are people clearly taking the initiative–taking a risk–and making the Tokyo Metropolitan police officers run around like panicked hens in a henhouse.  Kjeld Duits, the journalist who shot the video, makes the logical observation that if the street had been open to the protesters in the first place, the incident would never have occurred.  Too many people forced into a claustrophobically small space? Something was bound to happen, and will certainly happen again if the district police do not change their rigid approach to a constantly changing set of circumstances.  Tune in this Friday (I’m assuming that there IS another demo planned in the government district, since I haven’t heard otherwise) to see if they’ve learned their lesson.

Are things really changing??  Yesterday’s Asahi Shinbun editorial is the most hopeful assessment yet.  Describing how average Japanese citizens have become disillusioned with the process of “indirect democracy” (people voicing their concerns through representatives, who bring those concerns to the central government) , the article details how citizens are experimenting with “direct democracy”, or going straight to the top to ensure that their

voices are heard.  After one massive rally outside the parliament, Prime Minister Noda was asked what he thought of the demonstration going on outside.  Hemming and hawing, all he could come up with was, “Well, that’s a big noise they’re making, isn’t it?”  Those words quickly became infamous as everyone, including NHK nightly news reporters, chided  Noda for mistaking the voice of his own people and deeming it “noise”.  I love this quote from a 77 year old woman from Hyogo Prefecture, who declared to reporters,  “Democracy is supposed to be politics based on people’s opinions. Politics that ignores people’s voices is nothing more than fascism.”

After the Prime Minister’s televised and widely-ridiculed faux pas, organizers of the Friday protests met with a group of Diet members including former Prime Minister Naoto Kan; they are pressing for a direct meeting with Noda-san, who is said to be “not reluctant” about the idea.  Direct democracy in the making? We will see.  Another sign of

progress is the strong showing of a “green candidate” in a recent election in Yamaguchi Prefecture, where a new nuclear power plant scheduled for construction is currently “on hold”.  Although the election was lost to a bureaucrat who supports nuclear power, the victory was a surprisingly close call, especially given that his anti-nuclear opponent, Tetsunari Iida, jumped into the race at the last minute.  Read about the “good fight” in today’s Japan Times.  Oh, and Justin McCurry of the UK Guardian reports on the launching of Japan’s first  Green Party  this week. Hoping to be officially recognized in time for the next general elections, this group of activists and local politicians aims to emulate the green parties of Europe, and to put the environment as their first priority.  Hear, hear!  The sooner the better, I say!

Meanwhile, Tokyo demonstrations grow steadily larger, and the mood is one of ever-increasing confidence, as even cynics cannot deny that progress is being made, albeit little by little.  The Oi nuclear reactors have been re-started, but the government’s campaign to convince citizens of the “need” to re-start more power plants has been a dismal failure. While politicians focus on potential energy shortages in the immediate future, it is already August and despite heat and humidity that would test the patience of a saint, and some inevitable deaths from heat stroke (little old ladies found in stifling apartments with the windows closed), people are doing fine.  After all, this is not a country where folks sit around all day running the air conditioner, eating bon-bons and painting their toenails. It’s a country where old people pull on their lederhosen (really!) and set off hiking , even in the hottest summer months; where women walk or bicycle to the local supermarket daily, regardless of hills or heat; and where children do not beg to be driven, but race off to the local pool on their bikes or scooters to spend the day tearing around in the hot sun.  This is a tough country, where people work hard, play hard, and don’t whine about their troubles.

Temperatures soaring up into the 90s?  That’s no excuse to cancel a street demonstration either, and Sunday’s parade was–as always–heavily populated by old folks. Wearing sensible shoes, sensible sun hats and sweat towels, and carrying fans and thermoses full of cold tea, they chanted, “Denki ga tariteru!” ( “We have enough electricity!”) Young folks joined them, brandishing signs reading, “Nuclear power? No, thank you. We have plenty of other alternatives.” Parents had their babies out on display, toddlers carried their own signs, free spirit types danced rather than marched, wheelchair protesters rolled along with the walkers, and middle-aged men blew bubbles from the sidelines.

Clearly, protesting is not just for hardened union members anymore. It’s a family outing!  It’s fashionable!  It’s a social event! …..and it’s desperately important for those from Fukushima who still seek justice and a measure of closure after losing the security of family, community, and the land they were meant to inherit. Those outside of Fukushima hold their breath and pray that they do not lose their health as well, as we all struggle to understand and come to terms with the reality of internal radiation exposure.  And that’s the situation in a nutshell: a Tokyo demonstration is essentially a big old street party with deadly serious intent, buoyed by conviction born of disillusionment and betrayal.  If you come to the party, you’d better be ready to play hard. Enjoy the photos, and marvel at the variety of people who came out to play in the heat.

While I’ve been busy teaching children to wrestle with nouns, verbs and adjectives (if you can recognize them, you’ve won the fight),  history has been in the making in Tokyo.  For weeks, I’ve been following friends’ accounts of the Friday evening anti-nuke demonstrations outside the Prime Minister’s residence in Kasumigaseki, and wishing desperately that I could join them. Kasumigaseki is a full two hours away from my station, Shibusawa; making the commitment to go would mean canceling classes for the entire day at my English cram school, necessitating apologies, explanations, and full refunds for the day’s lost lesson.  In addition, I’d face the disapproval of  my in-laws, my staff, and a large roomful of irate mothers.  Although the demonstrations in Tokyo have now been officially labelled “Revolution” by the Japanese media, mothers of my students would be unimpressed by my throwing responsibility to the wind and charging off to Kasumigaseki.  In a matter of time, I would be out of work.  Many of my students, however, would think my actions were “kakko ii” (cool! awesome! whatever young people in the US say now. da bomb??).  I do not know if this would be enough consolation for the loss of income.  I guess you can tell by now that this will be an unusually personal blog post.

So, let me continue.  In desperation (as I said), I stooped so low as to beg my husband to attend the demo in my stead.  Knowing exactly what his answer would be even as I began my plea bargaining, I swallowed hard and used  my persuasive powers. “Your field is

International Political Science! ” (this is true), and  “How can you not go?? All your colleagues will be there!” (not true, and we both know it), and  “You’re really going to get on the train and leave Tokyo just when all the action’s starting??” (he works in the heart of the city and  hates all the hubbub. Of course he’s going to get out of town before a demo) .  So, as I knew from the onset, it was all in vain.  There is no budging a very stubborn academic, although I was bound to give it a shot.  I am not one to bribe or blackmail, so when persuasion fails, I let things be.

It pains me to admit that I was not present at this past Friday’s massive demonstration (attendance estimated at between 40 to 50, ooo people).  Indeed, I have not been to a single one of the Friday protests.  I have been sending telepathic messages in the vague direction of Tokyo for months on end: “PLEEEASE HOLD YOUR PROTESTS ON DAYS THAT ARE CONVENIENT FOR ME.  ALSO, NO EARLY MORNING MARCHES. (respectfully yours, etc.) ”  This method has actually been partly successful, and I have been able to attend several good-sized demonstrations without sacrificing a work day.  The Friday demos, however, did not change to Saturday no matter how hard I willed them to.  And so, in lieu of my actual attendance, I will write about the build-up to the demo, the demo itself,  and a bit about my own family’s response.

Friday night protests had been going on for months although,  as one commentator on EX-SKF’s blog admitted, at first the action seemed more symbolic than influential.  Slowly but surely, however, attendance began growing, though there was no advertisement other than Twitter, Facebook posts, and group emails.  I believe the steady increase in popularity of the demos stemmed from the recent (and continuing) string of disappointments and betrayals felt by citizens across the country.  Particularly painful was the recent rejection–no, the refusal to even consider–of a literal truckload of papers containing the signatures of Tokyo citizens demanding a

referendum on nuclear power.  Volunteers had collected 320,000 signatures ( “It was easy,” one of the signature-gathering volunteers told me during a visit to the anti-nuclear tents in Kasumigaseki. “I had no trouble getting people to sign. ” ) and presented them to the Tokyo Metropolitan Assembly on June 20th.  The citizen representatives were met with rudeness and  rejection.  The rejection for their referendum request was by a 2-1 margin, and the rudeness was from Tokyo’s Mayor, Shintaro Ishihara, who made the thumbs-down sign to spectators gathered to witness the event.  Having taught English in this country for thirteen years, I know that this means more than “no”.  My students informed me straight off the bat in those first few months that it’s the equivalent of “Shinei!” or “You die!”  Seeing the shock on students’ faces whenever I used this simple gesture, I very quickly learned to strike it from my repertoire.  Ishihara-san, knowing full-well the implications of the gesture, did not hesitate to use it in public. Shame on you, cantankerous old man!

There was bad feeling all around, as the citizen representatives complained of being dismissed too easily, and of presenting their case to a group of officials who had already made up their minds to reject the proposal long beforehand. Which is probably true.

Tokyo officials, on the other hand, complained of “rowdy” spectators preventing them from doing business properly.  No comment there from me; I have yet to witness even a speck of “rowdiness” as I define it (unruliness, destruction of public property, deliberate acts of violence, etc.) at any of the rallies or protests I have attended in the past year.  On the contrary, folks seem almost unnaturally well-behaved and peaceful.  Someone inside the assembly building must’ve shouted an anti-nuclear slogan or something?

The attempt to hold a citizen’s referendum on nuclear power in Tokyo clearly failed. Several months earlier, a similar attempt had been made in Osaka; that attempt also ended in failure. But the biggest setback of all was the central government’s decision to re-start two reactors at the Oi Nuclear Power Plant in Fukui Prefecture.  The decision came suddenly, and was met with shock and disbelief by a majority of citizens who were ready to battle the summer heat without relying on nuclear power.  As William Pesek states in a Bloomberg news article, “When more than two-thirds of the people in a democracy of 126 million are against something, a leader might bother to listen. That’s how many Japanese want the reactors to remain offline. Noda ignored that increasingly vocal majority and cleared two reactors at Kansai Electric Power Co.’s Ohi nuclear plant to reopen.”

This Mainichi Shinbun article also details the fuss that ensued, and readers can easily imagine the feelings of anger and betrayal felt by not just ordinary Japanese citizens, but by officials of nearby cities whose future would be at stake in case of an accident.  Local officials in Oi City, however, agreed to the re-start.  Hear what correspondant Justin McCurry has to say about their entanglement in the “Nuclear Power Money Tree” in this Christian Science Monitor article.

The Japan Times directly opposed the re-start in a an editorial piece entitled  Regrettable “go” on Reactors, making the point that the Prime Minister and his team would have done better to come up with a plan of action well beforehand to ensure that the energy supply would be sufficient during the summer months , with or without nuclear power. Businesses and individuals have been more than willing to cooperate since last year’s disaster, and not taking advantage of the chance to implement lifestyle changes and seriously reduce energy use is “mottanai” (a wasted opportunity).  As an example of the kind of changes hoped for by the Japan Times editor, my father-in-law recently attended a neighborhood meeting about reducing energy consumption in the summer months. This prompted him to call the electric company and arrange to reduce the maximum amount of electricity we can actually use (from 50 amps to 40) without experiencing a power failure. This basically means we cannot run five air conditioners at one time in the house….as if this frugal family would ever dream of such a thing!  We will be saving money each month, and the country will save resources as well. “If everyone did this, there’d be plenty of electricity to go around all year long,” said the wise Grampa Iida.   The JT editors also mention the enormity of the risk involved in this decision, as no-one truly believes the Oi reactors are completely disaster-proof, and the nuclear safety watchdog committee proposed by the government is not yet a reality.

In the end, the hasty announcement of the re-starting of reactors at the Oi plant was probably the straw that broke the camel’s back.  This past Friday, June 22nd, saw the Kasumigaseki district overwhelmed with protestors.  And this time, the major Japanese mainstream media were there, from Asahi Shinbun to the Mainichi Daily News.  There were interviews with individuals and live footage from the street;  one reporter even ventured into the government building where officials were attempting to work. The noisy din from outside had penetrated through to interior (EX-SKF describes it as “deafening”), and the Prime Minister could not have been a happy camper. The reporter attempted to get a reaction from both the Minister of the Environment and the Minister of  Economy, Trade and Industry, both of whom were at a loss for words.  There are many official and non-official versions of the event, but I always enjoy EX-SKF, so here’s his report.

The demo made the NHK news at 10:00 on Friday night–a rather long segment devoted to the demo and the anti-nuclear movement–and I grinned in astonishment as I whacked my unsuspecting husband.  “Look!  There you are!  I told you so: you missed history! You could’ve BEEN there!”  And, for the first time, he did not huff in dismissal or make light of the situation.  My friend Kimiko said it was the same with her husband.  And my guess is that the mainstream media coverage probably tipped the scales in our favor for other dubious husbands as well.  It’s hard not to let out a satisfying cry of, “Woo-hooo!” , and so I will allow myself to do so, once (there–it’s over and done with) .  For over a full year now, I have attempted to refrain from the use of slang expressions, curse words (that’s an easy one, actually), or excessive !!!!  (that one’s not so easy) in the interest of being taken seriously, so I feel a certain reward is long overdue. !!!!

Thank you for indulging me, and now back to business.

I did not hear the term “Hydrangea Revolution” until this morning, when I opened up facebook to find a post from Jacinta, along with her own beautiful photographs of hydrangeas taken in her neighborhood. After reading that one post, the phrase seemed to pop up repeatedly, all day long.  The Friday demonstrations have been compared to the big, bold, brazen blooms ( are they not? nothing wimpy about hydrangeas) that are made up of myriads of tiny blossoms pressed together. What began as a series of small symbolic gatherings has become a huge, spirited protest that the media can no longer ignore. Make no mistake: there is much work yet to be done, and on the surface, nothing has changed. Still, people who were once thought of as embarrassments to society have now gained a measure of respect. With that respect will come increased power and influence. So I must remember that the revolution is not about me, and swallow my disappointment at not being part of the Friday demonstrations that led to the big event.  And I must also send out a heartfelt thanks to those friends that did participate (Jacinta! Angela! Izumi! Scott! Sumiko?).  Nice work!  I haven’t made it to Tokyo on a Friday yet, but I’m proud to be on the same side as such good people.  I’m part of the big, brazen bloom….Woo-hooooo!

Can Hole Diggers and Acorn Gatherers Save the Earth?

It takes patience to save the earth.  It’s not glamorous, and most times its downright dull.

Back in 1958, a young Japanese researcher working on a German nature preserve complained to his mentor about the tedium. His words fell on unsympathetic ears, and he was firmly instructed to dig more holes. The researcher, Akira Miyawaki, is now referred to as Japan’s “tree guru”; well into his 80’s, he is currently heading the project to redesign the coastline of the city of Sendai (Miyagi Prefecture), creating a forest-covered embankment to protect the heart of the city from future tsunamis. He’s developed a new theory of forestry that bears his name, travelled the globe (visited 17,000 places, according to one estimate), and single-handedly planted 40 million trees. Yet he got his start studying the humble weed (majored in “Weed Ecology” at Hiroshima University), and digging holes in Germany….for two long years.

So what was all the hole digging about?  Basically, it was about studying the soil of the nature preserve, which was actually a non-productive wasteland at the time, searching for

clues. What was the forest like in its original state, hundreds of years ago?  What traces remained of the flourishing ecosystem that had once existed?  Miyawaki slogged on digging his holes, testing the soil, recording his findings, and beginning to understand nature in a new way.  He learned that, with patience, what man has destroyed can be rediscovered and reconstructed.  To be more specific: careful study of damaged environments reveals much about the ecosystem as it once was.  It is possible to then “re-generate” the area’s natural vegetation by planting a mixture of the same species that existed in the past, which are perfectly suited to the soil and climate of the area.  No longer absorbed by weeds, the young researcher became obsessed with re-creating entire forests.

Armed with his new ideas, Miyawaki returned to Japan from Germany.  To his dismay, he was promptly ignored.  This was Japan in the 1960’s, and business was booming.  No-one was interested in saving the environment, the forest, or even a single tree.  With no audience for his research, the Weed-Man-turned-Tree-Guru went back to slogging away on his own.  He began walking across the country compiling data, making vegetation maps,

and maps of potential new forests based on former species that had once flourished.  Very few remnants of Japan’s ancient forests existed, as most had either burned, or been converted to arable land or real estate.  What remained were manmade forests (“fakes” as he referred to them) , often consisting of only one or two species and thus lacking in biodiversity.  Methodically, he studied the forests as he had in Germany, testing the soil and searching for clues as to what trees had once flourished in these areas.  He kept at it for ten years.

At last, in the early 70’s, the realization that Japan’s natural environment was in dire straits began to set in.  Suddenly, Miyawaki was “popular”, and his idea for creating “authentic” forests of densely planted species indigenous to their environment was given a name: the Miyawaki Method.  Miyawaki advocated planting a mixture of appropriate species at random, which would ultimately result in forests with trees of tall, medium, and low height, serving as barriers to both fire and flood, and supporting a diversity of plant and animal life.  These native trees would be rooted deeply and firmly in the soil, thus preventing erosion.  Weeding and management would be required for the first three years, but thereafter the forests would fend for themselves and

continue to flourish.  These forests would be known as multi-layer “community forests”, and serve as havens of biodiversity.  The first such forest in Japan was created in 1971, through the joint efforts of local residents who gathered acorns, grew trees from seedlings, and held a ceremony to mark the planting of the seedlings.  Their efforts  eventually resulted in a spacious forest boasting a canopy of over twenty meters in height.

Miyawaki went on to organize and oversee the planting of many more “authentic” forests, both in Japan and abroad.  He became a noted scholar and director of the Japan Center for International Studies in Ecology, and is currently Professor Emeritus at Yokohama University, as well as a recipient of the Blue Planet Prize for environmental conservation.  A quick Google search reveals photos of a small man with a twinkle in his eye and a good-humored grin, planting seedlings in China, Malaysia, Borneo, Kenya and other countries desperate to restore health to land damaged by industrialization.  He was, in fact, abroad in Indonesia when the Great East Japan Quake struck. Deeply disturbed by the tsunami coverage of coastal destruction, he rushed back to his own country to put his expertise to work in Northern Japan.

entire forests had been swept away by the tsunami.  These forests bordering the shoreline were largely made up of pine trees, whose roots had not penetrated deep into the sandy shore; they were uprooted in their entirety, not only having failed to serve as tsunami barriers, but having caused secondary damage as they were washed inland.  Of course, the most famous of these coastal forests was in Rikuzentakata, where only a single pine remained standing in what was a grove of 70,000 trees which had been planted over two centuries before.

Wasting no time, Miyawaki and  Doryu Hioki, a Buddhist priest from Sendai’s Rinno Temple, began surveying the ravaged coastline of Miyagi.

Their purpose?  A thorough assessment of the remaining trees along the shore, to discover which species had stood firm and provided protection from the force of the tsunami, and which species were unable to withstand the raging waters. After touring several of the most severely damaged areas,  Miyawaki and Doryu were encouraged to note “green walls” of Tabunoki (Machilus) which remained standing.  Houses directly behind the thick-bodied, pliant, firmly-rooted trees were also standing.  In one case, a Tabunoki remained standing, its roots partly exposed, although most of the surrounding soil had been washed away.  Clearly, the Tabunoki would be central in the reconstruction of Sendai’s coastline, and Miyawaki’s plan for a Green Tide Embankment began to take shape.

Miyawaki’s project, an “authentic forest of life”, will serve as a memorial to lives lost and as a symbol of new beginnings.  The forest will be planted over a mound, in which processed debris from the quake and tsunami will be buried.  The mound will form an embankment stretching along the coastline, protecting human lives and property and weakening the force of future tsunamis.  Tabunoki will be the main species, supported by other native species of varying heights.  After the first three years, the forest will not need tending, and will continue to flourish for…..9,000 years!  Now that’s smart long-term planning.  The forest will come to fruition through the efforts of ordinary citizens, who have been gathering seeds from the Tabunoki, planting them, and tending to the seedlings.  Private enterprises and NPOs will fund the project.  Miyawaki’s goal?  To transform the coast of Sendai into an authentic forest of 40 million trees within 20 years.

destruction by unspoken taboos.  Spirits dwelled in the rocks, plants, and trees, and men were forbidden to intrude.  Even today, my friend Misao only cuts trees from the forest on a certain day of the year (in February), when it is said that the spirits will not be angered.  These days, sacred groves such as those made famous in Miyazaki Hayao’s  “Mononoke Hime” are nearly extinct.  Forests are man-made rather than “authentic”; they are vulnerable to disaster, and are no longer sacred.  One could  say that the image of the sacred grove has been further profaned since last March, when the forests of Tohoku were poisoned by cesium.  Men dare not enter these forests, children are forbidden to play in them, and their bounty goes unharvested.  Miyawaki Akira dreams of creating new sacred groves in Japan, and has dedicated his life to this end.  In his own words, “Forests are life itself. Humans have survived until today supported by forests. The life for surviving tomorrow begins with creating true ‘forests of life’ by planting trees today.”

Miyawaki Akira and other respected and knowledgable figures such as C.W. Nichol have made significant progress in repairing the damage done to the environment due to a combination of greed, thoughtlessness, and lack of vision.  They have also become popular and well-loved educators, spreading their message of conservation and care to Japanese

citizens and foreigners living in Asia as well.  As long as the Japanese government insists on following a nuclear agenda, their entire life’s work is at risk.  I am deeply saddened and disappointed at Prime Minister Noda’s announcement that the Oi Nuclear Power Plant will re-start two of its reactors this summer, in spite of citizen protests, lack of proper and timely safety precautions, continued delay in establishing a nuclear watchdog committee free from inside influence, and new and irrefutable evidence of large quakes yet to come. While the nuclear industry and the central government think ahead as far as September, risking everything on the fallacy that they have made adequate preparations to withstand anything that might befall from hereon in (my guess is that no-one believes this now) , Miyawaki and other unsung heros are thinking in terms of thousands of years.  They fight the good fight to preserve the earth, which is the true source of our life and nourishment.  As Rinno Temple priest Doryu Hioki states in the video below,

“Until now, it has been considered right to change and adapt nature for human convenience using power and technology.  The Great East Japan Earthquake taught us this lesson: Science and technology are not meant to control nature, but to be used as pieces of wisdom making it possible for us to coexist with nature…..Now is a turning point of history. We have to shift from the age when materialism was central to an age where every life and soul will be loved tenderly. The Green Tide Embankment that protects life is a wisdom for living with nature.”

It is my hope that my children and grandchildren will be able to visit, or even live near, one of the new authentic forests being created.  As their generation will be responsible for the decommissioning of Japan’s remaining nuclear power plants and finding a storage solution for decades of accumulated nuclear waste products, it does not seem too much to hope that they might also enjoy the benefits of the forest as well.  I hope against hope that the Green Tide Embankment and other similar projects come to fruition.  Take a look at the video, and see what comes of patiently digging holes and gathering acorns.
